MCKIM & CREED PROJECT NO. 1319-0001.OR January 1998 MCKIM & CREED ENGINEERS, P.A. 5625 DILLARD ROAD, SUITE 117 CARY, NORTH CAROLINA 27511 (919) 233-8091 - t PARTNERS EQUITY DETENTION POND The following is an outline of our re-evaluation of the existing stormwater detention basin behind the Factory Stores of America shopping center in Smithfield, NC for its ability to accept additional runoff from the proposed Partners Equity commercial park under the guidelines of the Stormwater Best Management Practices provided by NC DEHNR. Under these guidelines, the ' runoff from the first inch of rainfall must be captured and released over a period of two to five days. ' It is my understanding that the Town of Smithfield will require stormwater management facilities and controls be provided that will control the runoff from the proposed commercial park. These facilities and controls must be designed to attenuate the post-development peak discharge rates to pre-development rates for the 10-year storm and safely pass the discharge from the 100-year storm. Since Phase I of the Factory Stores was completed prior to the adoption of the stormwater ordinance by the Town of Smithfield, the pre-development runoff includes partial development of the Factory Stores property. An existing dry detention basin, located behind the Factory Stores of America outlet mall, which ' was presumably constructed to provide stormwater control for the shopping center has been evaluated for its ability to also handle additional runoff from the developed Partners Equity site. In accordance with the NC DEHNR permit for the Partners Equity Development, the detention basin will be designed to capture the first inch of runoff from the proposed site. Before redesigning the basin, the existing basin was evaluated for its ability to handle existing and proposed flows. The following design assumptions were made in order to perform an evaluation of the existing basin as the original design data and calculations for the basin were not available. Routing Method: Chainsaw Routing (Elements of Urban Stormwater Design, H. R. Malcom, P.E., 1989) ' Design Storms: 10-yr, 6-hr* rainfall: 3.90-in 100-yr, 6-hr* rainfall: 5.75-in ' *The six-hour duration is selected in this method to yield a hydrograph comparable in size to that produced by SCS TR-55 and Corp of ' Engineers HEC-1. Design Factors: From the assumptions listed above, a peak 10-yr discharge of 116 cfs was calculated for the contributing drainage area prior to the adoption of the Town's stormwater ordinance. After development of the Factory Stores site, the post-development unattenuated peak 10-yr discharge is estimated to be 244 cfs. The basin was analyzed for existing conditions and proposed improvements. The proposed improvements consist of regrading the detention basin and impounding water to create a water quality pond. The Stormwater Best Management Practices outline the procedure for sizing a wet detention pond. The required surface area of the normal pool of the pond is based on the depth of the normal pool and the percent imperviousness of the watershed. The required storage of the pond above the normal pool and, for the first inch of runoff, is determined from the percent imperviousness and area of the watershed. Based on the data collected, the appropriate surface area and required storage for the water quality pond were determined. The required surface area of the normal pool, at a design depth of 4.0 feet, is 1.0 acres, and the required storage above the normal pool is 2.8 acre-feet. The existing detention basin was redesigned to exceed these guidelines, while also reducing the post-development peak to a level at or below the pre-development peak. The normal pool surface area of the proposed wet pond is 1.2 acres and the storage provided above the normal pool is 3.4 acre-feet. Once the wet detention pond has been properly sized in accordance with NC DEHNR practices, a proper outlet structure must be sized to meet the requirements of the Town. The existing 24" RCP barrel to be removed can be replaced with a shorter length of dual 30" CMPs, and the block riser to be removed can be replaced with a new 8' x 4' block riser to provide the storage for the normal water surface elevation of the pond. Regrading of the basin and replacement of the outlet ' structure with dual 30" CMPs produces acceptable discharge and water surface elevation results.
