Request for Nationwide Permit 26 (Partner's Equity Group Project) Dear Mr. Dorney and Mrs. Manuele: The purpose of this letter is to request the authorization of Nationwide Permit 26 for a total of 0.66 acres of isolated wetland impact. The project is owned by the Partner's Equity Group and is located in Johnston County approximately 0.28 miles north of the US 70/ I 95 intersection near Smithfield, NC (see Site Vicinity Map). The wetlands appear to have been created when DOT blocked the natural drainage of the area by constructing a service road. All impacts will result from the fill of wetlands in order to create adequate space for reasonable development (see Site Plan). These impacts have been minimized so that 2.81 acres of wetland will remain intact and receive stormwater from adjacent lots. The project engineer originally tried to utilize an existing wetland as a stormwater wetland. However, the surface area/volume of the existing wetland is not adequate for the entire project. Therefore, a remote site behind an existing development will be utilized as a wet detention basin (see vicinity map). Stormwater will be routed to this site via grassed swales, rather than ditches, to further enhance treatment. The dimensions and other specific information regarding the stormwater basin and the grassed swales can be obtained from Don Simmons at McKim & Creed ((919) 233-8091). Previous road crossing impacts to wetlands totaling <1/3 acre have already been discussed with jean Manuele and permitted under Nationwide Permit 14, prior to S&EC's involvement (Action ID # 199400569).
