Mr. Wescott:
As you are aware, the Department has monitored the Smith Mill Run Stream Mitigation Site
since its construction in January of 2005. Located in Wayne County, adjacent to the US 117
bypass (permitted sites #2 & #3) between Wilson and Goldsboro, this site provides 731 linear
feet of stream mitigation for impacts associated with the R-1030AB project. The stream
relocation was revegetated with bottomland hardwood species and the streambanks must be
considered stable at the end of the one year monitoring period. Per permit requirements,
NCDOT was required to monitor the Smith Mill Run Stream Mitigation Site visually for one
year or until success criteria were met; hydrologic monitoring was not required for this project.
After the growing season, an annual monitoring report was submitted to the appropriate
regulatory agencies via the Natural Environment Unit's (NEU) website:

After one year of vegetation monitoring, the Smith Mill Run Stream Mitigation Site monitoring
indicates that the planted vegetation is surviving and the streambanks remain very stable at this
time. The annual monitoring data is provided within the monitoring reports available on NEU's
website for 2006.
NCDOT requests that the appropriate resource agencies provide written documentation stating
that no further monitoring is required and that the site is closed. If you have any questions about
