Duke Energy Progress, LLC. (DEP) has completed the removal of ash from the 1982 ash basin at the
Asheville Steam Electric Generating Plant (Asheville Plant) located in Arden, North Carolina. The
enclosed letter dated September 22, 2016 from AMEC Foster Wheeler documents removal of all ash
utilizing visual observations of samples from a 1uu foot By 1uu foot grid. The enclosed memorandum
dated September 29, 2016 from SynTerra Corporation documents confirmatory laboratory testing by
polari4ed light microscopy (PLM). The samples for these analyses were collected at a rate of one sample
per acre. 1 hese documents were prepared consistent with the enclosed North Carolina Department of
Environmental Quality document titled "CCR Surface Impoundment Closure Guidelines for Protection of
Groundwate' received under ever letter dated Nuvem6C, 4, 2016.
DEP also collected soil samples at a rate of one sample per acre and submitted the samples for chemical
testing per the enclosed DEQ document. The , ezoaltb from these zuil aamplez. will be incurpurated into
an updated fate and transport groundwater model for Asheville Plant. unce this updated model is
available, it will Be submitted to DEQ to tultill the closure guidelines for protection of groundwater per
