C., Page 3: Recommend spelling out "Coastal Area Management Act" (for first time CAMA usage) and/or refer to General Permit 291. * IV. B., Page 7: Recommend including the required stream temperature regime (cool/cold or warm) to the end of the last paragraph just before the sentence on wetland mitigation type. This may serve as a backup to the use of certain streams in some service areas such as the Upper Pee Dee (formerly Yadkin) HUC-8s. * IV. E. (2), Page 12: Recommend spelling out "Department of the Army" for first use of DA. 1 * IV. F. (1), Page 13: The reporting period is from July 1 to June 30 of each year. Is this to conform to a fiscal year in NC? Also curious to know why the reporting time was pushed back from October 1 to November 1. Is DMS having difficulty getting their report in by October 1? * IV. G., Page 15: Notice of termination by the DE should be sent to NCDOT (this was removed from 2010 version) since they rely so heavily on the DMS ILF Program. * IV. H. (1)(c), Page 15: Recommend adding some sort of due date to the annual monitoring report for each mitigation project. (April 1 is given in a subsequent paragraph on Page 19) * IV. K.(5), Page 19: Insert "shall" into the forth sentence to read "The IRT 'shall' conduct....criteria." * IV. K. (8), Page 20: Recommend changing "stewardship entity" to "long-term steward" in first paragraph. * IV. N., Page 20: Recommend changing "IV(F)(3)(a)" to "IV(E)(1)" to reflect the new document arrangement. * Appendix I: Recommend adding "33CFR Part 332.8(c)(2)(i-x) in the main paragraph for the Compensation Planning Framework and then on each section i.e.: Geographic Service Area(s) \[33CRF Part 332.8(c)(2)(i)\]. Using "CFR sections i" is not very clear and could be improved for accuracy to the regulations being referred to. Also, for IRT members, DMS has asked that we provide them written feedback if possible on the discussions and meetings we have had so far. It is a tremendous help to them to have your comments in writing so that they can address the numerous questions that were asked during our review of the planning process. For any comments, please send them to me and also copy Nancy Daly. Thank you for your help with this. 2 Lastly, we have cancelled the next meeting that was set for next Tuesday, Oct. 25th, which was primarily to discuss the proposed service area map. I will be in touch soon about rescheduling the next meeting to discuss the instrument revisions - it may be scheduled for the afternoon session of the Dec. IRT meeting, so please keep that open.
