One issue has come up concerning stability around bridge columns that are being constructed adjacent to the north bank. An evaluation of the construction site and permit drawings reveals that the middle column and the eastern-most column in this area are being constructed right on the stream bank. As you are aware, the drilled shaft columns are constructed within an outer can that is eventually removed. This results in the formation of an open space between the column and the streambank. The streambank will be susceptible to both short- and long-term erosion and instability during flood events. Water will get in the open space and cause significant scour. The Department is proposing to stabilize the area on the streambank and directly around the two columns with up to 60 linear feet of Class B or Class II rip rap. - This proposed activity does not appear to trigger a permit modification as: 1. The action of placing rip rap in this area would likely be covered under NWP 13 which does not require notification (as impacts are <500 linear feet) and 2. An evaluation of the impact superimposed on the buffer permit drawing would indicate that this activity is located within the permitted buffer footprint. --- " The attached drawing depicts the location of the proposed rip rap.
