Greene, PE, Division Engineer NCDOT Division 4 PO Box 3165 Wilson, NC 27895-3165 Subject: Proposed replacement of Bridge 142 in Halifax County, TIP No. B-4540, DWQ No. 20080595 Dear Mr. Greene: The Division of Water Quality has reviewed your submittal for aTar-Pamlico Buffer Authorization for the aforementioned project. Review of your application revealed it lacking necessary information required for making an informed permit decision. The permit application was deficient in the following area: The project design does not include a method for treating stormwater through an accepted BMP design. According to 15A NCAC 02B.0259(5), stormwater shall be discharged through a riparian buffer via diffuse flow at nonerosive velocities. Stormwater should be directed across the bridge and pre-treated through site- appropriate means (grassed swales, pre-formed scour holes, vegetated buffers, etc.) before entering the buffer. Please refer to the most current version of NC DWQ Stormwater Best Management Practices. Therefore, pursuant to 15A NCAC 2H .0507(a)(5), we will have to place the permit application on hold until we are . supplied the necessary information. You have 21 days to respond in writing with the requested information or notification to this office that the information is forthcoming. If, at the end of the 21 days, this office has not received this information in writing, we will assume you are withdrawing your application and it will be returned.
