The existing bridge (~l-feet long) will be replaced with a new bridge of approximately l13 feet in length on the existing alignment. Traffic will use an offsite detour during construction. There are impacts to the buffers of waters of the U.S./State associated with this project. The new bridge will completely span the creek and a much larger portion of floodplain. The bridge replacement will result in a better hydraulic opening and provide for increased wildlife passage beneath the future bridge. Little Fishing Creek is located in the Tar-Pamlico River Basin and is classified b_v the Division of Water Quality at this bridge as C, NSW 28-79-25. The bridge will be removed by sa~~ ing the deck and lifting it out in sections. Impact Justification (Avoidance and Minimization) Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project. The applicant may attach drawings of alternative, lower-impact site layouts, and explain why these design options were not feasible. If applicable, discuss construction techniques to be followed during construction to reduce impacts. Mitigation DWQ - In accordance with l5A NCAC 2H .0500, mitigation may be required by the NC Division of ~~l'ater Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams. USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide Permits, published in the Federal Register on January I5, 2002, mitigation will be required when necessary to ensure that adverse effects to the aquatic environment are minimal. Factors including size and type of proposed impact and function and relative value of the impacted aquatic resource will be considered in determining acceptability of appropriate and practicable mitigation as proposed. Examples of mitigation that may be appropriate and practicable include, but are not limited to: reducing i}le size of the project; establishing and maintaining wetland and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of aquatic resource functions and values by creating, restoring; enhancing, or preser`~ing similar functions and values, preferable in the same watershed. If mitigation is required for this project, a copy of the mitigation plan must be attached in order for USACE or DWQ to consider the application complete for processing. Any application lacking a required !mitigation plan or NCEEP concurrence shall be placed on hold as incomplete. An applicant may also choose to review the current guidelines for stream restoration in DWQ's Draft. Project Description: The purpose of this project is to replace Halifax County Bridge No. 142 on SR 1315 over Little Fishing Creek. The existing structure has a total length of 41 feet. The replacement structure will be a bridge approximately 80 feet long providing a minimum 28 feet clear deck width. The bridge will include two 11- foot lanes and 3-foot offsets. The roadway grade of the new structure will be approximately the same as the existing structure. The approach roadway will extend approximately 360 feet from the west end of the new bridge and 320 feet from the east end of the new bridge. The approaches wiil be widened to include a 22-foot pavement width providing two 11-foot lanes. Six-foot grass shoulders will be provided on each side (9-foot shoulders where guardrail is included). The roadway will be designed as a Rural Local Route with a 60 mile per hour design speed. Traffic will be detoured off-site during construction (see Figure 1). B. Purpose and Need: NCDOT Bridge Maintenance Unit records indicate Bridge No. 142 has a sufficiency rating of 29 out of a possible 100 for a new structure. The bridge is considered structurally deficient due to substructure condition of 4 out of 9 according to Federal Highway Administration (F7FIWA) standards and therefore eligible for FHWA's Highway Bridge Replacement and Rehabilitation Program. Bridge No. 142 has aforty-four year old timber sub-structure with a typical life expectancy between 40 to 50 years due to the natural deterioration rate of wood. Prompt action was taken to temporarily repair end bent 2 that had decayed completely through and broken, and five foot of scour around and in front of bulkhead of end bent 2. The repair is considered temporary and replacement is still warranted. if Rehabilitation of a timber structure is generally practical only when a few members are damaged or prematurely deteriorated. However, past a certain degree of deterioration, timber structures become impractical to maintain and upon eligibility are programmed for replacement. Bridge No. 142 is approaching the end of its useful life. C. Proposed Improvements: Circle one or more of the following Type II improvements which apply to the project: 1. Modernization of a highway by resurfacing, restoration, rehabilitation, reconstruction, adding shoulders, or adding auxiliary lanes (e.g., parking, weaving, turning, climbing). a. Construction of bus transfer facilities (an open azea consisting of passenger shelters, boarding azeas, kiosks and related street improvements) when located in a commercial azea or other high activity center in which there is adequate street capacity for projected bus traffic. 11. Construction of rail storage and maintenance facilities in azeas used predominantly for industrial or transportation purposes where such construction is not inconsistent with existing zoning and where there is no significant noise impact on the surrounding community. 12. Acquisition of land for hardship or protective purposes, advance land acquisition loans under section 3(b) of the LJMT Act. Hardship and protective buying will be permitted only for a particular parcel or a limited number of pazcels. These types of land acquisition qualify for a CE only where the acquisition will not limit the evaluation of alternatives, including shifts in alignment for planned construction projects, which may be required in the NEPA process. No project development on such land may proceed until the NEPA process has been completed. 13. Acquisition and construction of wetland, stream and endangered species mitigation sites. 14. Remedial activities involving the removal, treatment or monitoring of soil or groundwater contamination pursuant to state or federal remediation guidelines. 3 D. Special Project Information: Estimated Costs: Total Construction : ; :. .. . $ 700,000 1Z~ht of Wav $ 36.000 Total $ 736,000 Estimated Traffic: Current - 300 vpd Year 2030 - 600 vpd TTST - 1% Dual - 2% Accidents: Traffic Engineering has evaluated a recent three year period and found two accidents occurring in the vicinity of the project. None were associated with the geometry of the bridge or its approach roadways. Design Exceptions: There are no anticipated design exceptions for this project. Bridge Demolition: Bridge No. 142 is constructed entirely of timber and steel and should be possible to remove with no resulting debris based on standard demolition practices. Alternatives Discussion: No Build - No build would result in eventually closing the road which is unacceptable given the volume of traffic served by SR 1315. Rehabilitation -The bridge was constructed in 1962 and the timber materials within the bridge are reaching the end of their useful life. Rehabilitation would require replacing the timber components which would constitute effectively replacing the bridge. Offsite Detour -Bridge No. 142 will be replaced on the existing alignment. Traffic will be detoured offsite (see Figure 1) during the construction period. NCDOT Guidelines for Evaluation of Offsite Detours for Bridge Replacement Projects consi rs multiple project variables beginning with the additional time traded by the average road user resulting from the offsite detour. The offsite detour for this project would include SR 1317, and NC 4. The detour for the average road user would result in 5.0 minutes additional travel time (4.1 miles additional travel). Up to a seven-month duration of construction is expected on this project. Based on the guidelines, the delay is acceptable. Halifax County Emergency Services has indicated that an offsite detour is acceptable and that services can be adequately re-routed during construction. The condition of all roads and bridges on the offsite detour are acceptable without improvement. Halifax County School Transportation has indicated that rerouting buses around this project will not be a problem. In view of the lower impacts to environment and property, project cost savings and no major opposition, an offsite detour is recommended. NCDOT Division 4 concurs in these recommendations. Onsite Detour - An onsite detour was not evaluated due to the presence of an acceptable offsite detour. _ New Alignment -Given that the alignment for SR 1315 is acceptable, a new alignment was not considered as an alternative. Other Agency Comments: The N.C. Wildlife Resource Commission and U.S. Fish & Wildlife Service in standardized letters provided a request that they prefer any replacement structure to be a spanning structure and for NCDOT to conduct a mussel surrey. Response: NCDOT has conducted a mussel survey and will abide by the request for the replacement structure to be bridge. The N.C. Division of Water Quality, the Army Corps of Engineers, and N.C. Marine Fisheries had no special concerns for this project. Public Involvement: A letter was sent by the Location & Surveys Unit to all property owners affected directly by this project. Property owners were invited to comment. No comments have been received to date. 5 E. Therefore, the biological conclusion is "May Affect-Not Likely to Adversely Affect". A verbal concurrence was received from Gary Jordan, USFWS, that conservation measures are not needed for the Dwarf wedge mussel at this time. New design information regarding two bridge replacement projects (ITP #'s B-4540 [ER 04-1281], and B- 4567 [ER 04-1299]) has become available. Previously, multiple alternatives had been proposed for each project, including the use temporary on-site detours, and/or relocation oa an adjacent location. Based on these older proposed designs and environmental conditions favorable for past habitation, your office recommended intensive archaeological surveys to identify and evaluate archaeological resources that may be eligible for listing on the National Register of Historic Places in separate letters both dated August 12, 2004. These are Federal-Aid projects, subject to compliance with Section 106 of the National Historic Preservation Act and the guidelines issued by the Advisory Counal on Historic Preservation. - Cuaendy, the only alternatives being considered for both bridge replacement projects are replace-in-oiace designs on the emsting footprint of the bridges. Detailed, cuamt design plans and aerials have been produced and studied Ground disturbance would be minimal and the Area of Potential Effects would not expand beyond the azea that has been disturbed previously during bridge construction. It is unlikeiv that these small-scale, replace-its-place projects would affect any significant archaeological sites eligible for the National Register of Historic Places. After reviewing the latest proposed plans, which involve only replace-in-place construction using offsite detours, we believe that no archaeological survey is warranted for these projects.
