At the end of last year, we received a new NPDES wastewater permit requiring us to install a temperature monitoring station within the cooling pond (Sutton Lake). Currently we are looking at deploying a buoy with sensor equipment (see attached). The buoy will be located at the location shown on the attached photo. I have shared the design with NC WRC and they did not have any comments on the design of the monitoring station. We believe that installation of a monitoring station such as this would fall under a NWP 5 (Scientific Measurement Devices) and WQ3883 . Anchoring of the buoy would be evaluated once the equipment is onsite, however the vendor has stated that these devices are typically anchored to the bottom of the pond with about 10' of galvanized chain and a deadweight or pyramid anchor. As required by the permit, we do not believe this equipment would cause more than a minimal impact to navigation. Neither the NWP 8 nor the WQP3883 requires the submittal of a PCN, but I wanted to bring the project to your attention. Please let me know if you have any questions or comments.
