EASLEY DIVISION OF HIGHWAYS LYNDO TIPPETT GOVERNOR SECRETARY February 22, 2008 vv c U.S. Army Corps of Engineers Wilmington Regulatory Field Office Post Office Box 1890 Wilmington, North Carolina 28402-1890 ATTENTION: Brad Shaver NCDOT Coordinator u~p393 SUBJECT: Nationwide 23 Permit Application for the Replacement of Bridge No. 188 over Nine Mile Creek on SR 1826, Duplin County, WBS # 33463.1.1 The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge No. 188 over Nine Mile Creek on SR 1826 in Duplin County. The contract will be implemented as a Division Three-Purchase Order Contract (POC) project. The existing 4 span, 70 ft timber bridge with 24 ft of clear roadway will be replaced with a longer bridge along the existing alignment. The proposed bridge will be a 3 span, 112-ft prestressed concrete cored slab bridge with 27 ft of clear roadway. The structure will include two - I 1 ft travel lanes with 3-ft offsets. Approach work will consist of resurfacing and tying into the existing alignment for approximately 380 feet to the south and approximately 370 feet to the north of the existing bridge. The roadway approaches and bridge grades will approximately match existing elevations therefore there will be no reduction in navigational clearance. Guardrail will be installed where warranted and as depicted on the plan sheet. Traffic will be detoured along surrounding roads during construction. IMPACTS TO WATERS OF THE UNITED STATES This project is located in the Cape Feaz River Basin within USGS hydrologic unit 03030007 (subbasin 030622). The proposed bridge replacement is located over the Nine Mile Creek (DWQ Index No. 18-74-26-1-1) Class C Sw. The U.S. Army Corps of Engineers verified the wetlands for this project on March 11, 2003 (Action ID #200300648). A total of 0.013 acres (572-sq. ft.) of riverine wetland will be impacted by this project associated with end bent protection and shoulder construction. There are no stream impacts on this project. In addition, to further minimize impacts the bridge will be constructed using top construction methods and an off site detour will be utilized during construction. Rip rap slope protection around the end bents is being proposed at a 2:1 slope to further minimize impacts. No permanent or temporary utility impacts are proposed with this project. BRIDGE DEMOLITION The existing deck and bridge railings are composed of concrete. The substructure is composed of timber bents and caps. The Department will take every precautionary measure necessary to ensure that no components will be dropped into waters of the United States. Project Description: NCDOT will replace Bridge No. 188 on SR 1826 over Nine Mile Creek in Duplin County. The bridge will be replaced with a new bridge measuring 110 feet in length and 28 feet in width at approximately the same location as the existing bridge. This bridge will provide fora 22 foot travelway and 3 foot offsets on each side. The new approach roadway will be a 22 foot travelway with 5 foot grassed shoulders. The approach work will consist of 380 feet to the south and 370 feet to the north of the existing bridge. The roadway grade of the new structure will be approximately the same as the existing grade at this location. Traffic will be detoured on existing local roads during construction as shown in Figure 1. There will be 8.4 miles of additional travel. B. Purpose and Need: Bridge Maintenance records indicate the bridge has a sufficiency rating of 38.6 out of 100. The bridge's four span superstructure is composed of a reinforced concrete deck on timber joist. The substructure is composed of timber caps on timber piles. The bridge's low superstructure condition rating qualifies the bridge as structurally deficient according to Federal Highway Administration (FHWA) standards and therefore eligible for FHWA's Highway Bridge Replacement and Rehabilitation Program. The replacement of this inadequate structure will result in safer traffic operations. C. Proposed Improvements: The following Type II improvements which apply to the project are circled: 1. Modernization of a highway by resurfacing, restoration, rehabilitation, reconstruction, adding shoulders, or adding auxiliary lanes (e.g., parking, weaving, turning, climbing). a. Restoring, Resurfacing, Rehabilitating, and Reconstructing pavement (3R and 4R improvements) b. Widening roadway and shoulders without adding through lanes c. Modernizing gore treatments d. Constructing lane improvements (merge, auxiliary, and turn lanes) 8. Construction of new bus storage and maintenance facilities in areas used predominantly for industrial or transportation purposes where such construction is not inconsistent with existing zoning and located on or near a street with adequate capacity to handle anticipated bus and support vehicle traffic. 9. Rehabilitation or reconstruction of existing rail and bus buildings and ancillary facilities where only minor amounts of additional land are required and there is not a substantial increase in the number of users. 10. Construction of bus transfer facilities (an open azea consisting of passenger shelters, boazding azeas, kiosks and related street improvements) when located in a commercial area or other high activity center in which there is adequate street capacity for projected bus traffic. 11. Construction of rail storage and maintenance facilities in azeas used predominantly for industrial or transportation purposes where such construction is not inconsistent with existing zoning and where there is no significant noise impact on the surrounding community. 12. Acquisition of land for hardship or protective purposes, advance land acquisition loans under section 3(b) of the UMT Act. Hazdship and protective buying will be permitted only for a pazticulaz pazcel or a limited number of parcels. These types of land acquisition qualify for a CE only where the acquisition will not limit the evaluation of alternatives, including shifts in alignment for planned construction projects, which may be required in the NEPA process. No project development on such land may proceed until the NEPA process has been completed. 13. Acquisition and construction of wetland, stream and endangered species mitigation sites. 14. Remedial activities involving the removal, treatment or monitoring of soil or groundwater contamination pursuant to state or federal remediation guidelines. Alternatives Studied and Rejected: The "do-nothing" alternative will eventually necessitate closure of the bridge. This is not acceptable due to the traffic service provided by SR 1826. Due to the relatively short detour (8.4 miles) low traffic (500 vehicles per day), no other alternatives were studied. Environmental Commitments: Please see attached Green Sheet for Project Commitments. E. Threshold Criteria The following evaluation of threshold criteria must be completed for Type II actions. ECOLOGICAL YES NO (1) Will the project have a substantial impact on any unique or important natural resource? ~ X (2) Does the project involve any habitat where federally listed endangered or threatened species may occur? ^ X (3) Will the project affect anadromous fish? X (4) If the project involves wetlands, is the amount of permanent and/or temporary wetland taking less than one-tenth (1 / 10) acre and have all practicable measures to avoid and minimize wetland takings been evaluated? DOT provided project :u•ca photographs and aerial photographs at the mewing. Based on our review of the photographs and the information discussed at one meeting, we offer our prelimi.n:Lrv comments regaraing this project. In terms of historic architectural resources, we are aware of no historic structures located within the areas of potential etrect. We recommend that no rustonc architectural survey be conducted for this prolecr. There are no recorded archaeological sites within the proposed project area. Based on our present knowledge of the area, it is unlikely that any archaeological resources which may be eligible for listing in the National Register of Historic Places will be affected by the project construction. We, therefore, recommend that no archaeological investigation be conducted in connection with this project.
