Washington, DC 20426 Re: Duke Energy Progress, LLC Yadkin -Pee Dee Hydroelectric Project No. 2206 Article 401(C) Follow -Up Notification Dear Secretary Bose: Duke Energy Corporation 526 South Church Street Marl Code: EC12Y Charlotte, NC 2820,2 On May 11, 2016, Duke Energy Progress, LLC (Duke Energy) notified the Federal Energy Regulatory Commission (FERC or Commission) of a planned deviation from the Yadkin -Pee Dee Hydroelectric Project (Project) minimum flow requirement per Article 401(c) of the New License. A station outage was required on May 23, 2016, and again on June 10, 2016 to complete transmission relay upgrade work associated with automating the operations of the Blewett Falls Development. During both outage events, Duke Energy operated the Tillery Station upstream of Blewett Falls in such a way that the minimum flow for Blewett Falls was provided with spilling over the Blewett Falls Spillway thus preventing a deviation of the minimum flow requirements. On May 23rd, the station outage began at 0608 hours and Units 4, 5 and 6 were returned to service at 1821 hours. The minimum flow required by the New License at that time (May 16 - May 31) was 1,800 cubic feet per second (cfs). The minimum flow recorded at the downstream USGS Gage (No. 02129000 Pee Dee River Near Rockingham, NC) during the station outage was 18,340 cfs. This was due in part to a high inflow event that occurred the weekend before the outage. On June 10t', the station was taken off-line at 0720 hours and returned to service at 1904 hours. The minimum flow recorded at USGS Gage No. 02129000 during this period was 3,840 cfs (a minimum flow of 1,200 cfs is required June 1 � January 31).
