SUMMARY OF DECLARATION OF DRAFT PROPOSED COAL ASH IMPOUNDMENT
CLASSIFICATION FOR DUKE ENERGY PROGRESS INC.'S MAYO STEAM ELECTRIC
PLANT AND ROXBORO STEAM ELECTRIC PLANT
Summary of Draft Proposed Classifications
The N.C. Department of Environmental Quality has issued draft proposed classifications for
impoundments at 10 coal ash facilities that were not classified as high risk by the Coal Ash
Management Act of 2014. The department has prepared a written declaration that includes
findings of fact that document and support the initial draft proposed classifications. You may
view the written declaration at the Person County Health Department, the Person County Public
Library, or online at: portal2.ncdenr.or /g web/guest/draft-classifications. The written declaration
will also be available online at www.deq.nc.gov after Feb. 2, 2016.
The draft proposed classifications for the Roxboro Steam Electric Plant's three impoundments
are intermediate risk, low -intermediate risk or low risk. The one impoundment for the Mayo
Steam Electric Plant is low risk.
PUBLIC COMMENTS
The public is encouraged to provide feedback on the draft proposed impoundment
classifications. All comments received by April 18, 2016 will be considered in determining final
impoundment classifications. Written comments may be submitted to: Ed Mussler, N.C. Division
of Waste Management, Solid Waste Section, N.C. Department of Environmental Quality, Attn:
Ed Mussler, 1646 Mail Service Center, Raleigh, NC 27699-1646.
Public comments may also be submitted by sending an email to: mayocommentsgncdenr.gov
and roxborocommentsgncdenr.gov.
PUBLIC MEETING
In accordance with state law, the department will hold meetings to receive public comments in
each county where a coal ash facility is located. The public meeting for the Mayo Generating
Plant in Person County and the Roxboro Steam Electric Plant in Person County will be held at 6
p.m. March 16 at the Person County Government Building, 304 South Morgan St., Roxboro,
N.C. 27573. Speaker registration will begin at 5:30 p.m.
