I've reviewed your request to construct a pedestrian walkway from the NCDOT visitors center in Manteo to the Coastal
Studies Institute in Dare County (WBS element number 4426). Portions of the walkway will go through the on-site
mitigation area located at the visitors center. Because the original 401 Water Quality Certification (reference DWR
project #'s 20000964 and 20010318) did not specifically prohibit activity within the mitigation area and there are no
jurisdictional impacts associated with the project, a modification of the 401 will not be required. The information you
have provided will be sufficient for our files. Please let me know if you have any questions. Thank you.
