Washington, DC 20426 Re: Duke Energy Progress, LLC Yadkin -Pee Dee Hydroelectric Project No. 2206 Article 401(C) Notification of Planned Deviation Dear Secretary Bose: r RRIZUTRIUMM, IN Is W-1 11114 RIZ1,14 Duke Energy Corporation 526 South Church Street EC12Y Charlotte, NC 28202 Duke Energy Progress, LLC (Duke Energy) is required by Article 401(C) of the New License for the Yadkin -Pee Dee Hydroelectric Project (Project) issued by the Federal Energy Regulatory Commission (Commission) on April 1, 2015, to provide notification of planned and unplanned deviations from license requirements. This letter will serve as notification of a potential for a deviation from the minimum flow requirement for the Blewett Falls Development on May 23 and again on June 10, 2016. Duke Energy is in the process of automating operation of the Blewett Falls Development which requires upgrading the transmission relay system for Units 1, 2 and 3. The relay upgrade will take place over the May 23 - June 10 timeframe and initially requires the station to be taken out of service for approximately ten hours on May 23rd to complete the lock -out tag -out (LOTO) procedure necessary to safely perform the work. Because the minimum flow for the Blewett Falls Development is provided with generation, shutting down the entire station would normally result in a minimum flow of only leakage as opposed to the 1800 cfs required by the New License (May 16 - May 31); however, Duke Energy plans to operate the Tillery Station upstream of Blewett Falls in such a way that the minimum flow for Blewett Falls will be provided with spilling over the Blewett Falls Spillway. The ability to accomplish this will depend on the availability of storage in Lake Tillery which we currently anticipate to be sufficient for providing the flow. After the ten-hour station outage on May 23rd, Units 4, 5 and 6 will be returned to service and the minimum flow will be restored with generation. Another station outage will be required on June 10th for approximately eight hours to return the transmission relay for Units 1, 2 and 3 to service. Again, to provide the minimum flow for Blewett Falls during the station outage, Duke Energy May 11, 2016 Kimberly D. Bose, Secretary Page 2 plans to operate the Tillery Station such that the minimum flow for Blewett Falls will be provided over the spillway. Duke Energy is providing this notification to the Commission of the potential for a deviation from the minimum flow requirement at Blewett Falls should unforeseen circumstances prevent the operation at the Tillery Station necessary to provide flow to spill the minimum flow of 1800 cfs from the Blewett Falls Spillway. Upon completion of the station outages, Duke Energy will notify the Commission as required by Article 401(C) of the New License as to whether or not a deviation from the minimum flow occurred during either the May 23rd or June 10th outage.
