HomeMy WebLinkAbout20010318 Ver 1_NCDOT mitigation letter May 4 2016_20160526Transpo�tation OS/04/2016 Clay Willis Environmental Supervisor NCDOT Division One I 18 Airport Drive Edenton, NC 27932 Mrs. Tracey Wheeler, PAT McCRORY Govemor NICHOLASJ.TENNYSON Secretary Following up for our field meeting on 4/19/2016 to discuss the proposed boardwalk/pedestrian trail connecting the Visitor Center and Coastal Studies Institute, 1 am provided an additional overview permit sheet Our original estimate of restored area only encompassed the road way between the iree line, so I clarified we needed to remove [he roed fill entirely, included the 5-10 year old pine trees bordering the clear road. This increases the available restored area to 2783 sq. feet (0.064 acres). The restored wetland grade will match the exis[ing adjacent wetland elevation and mitigation area. As stated in the original authorization request, we will remove [he culverts and open up the Collins Creek/Canal system. The total elevated boardwalk area is 950 sq. ft., with 250 sq. ft. over the existing mitigation section associated with the original Visitor Center Pennits. We are proposing to restore 2783 sq. ft. (removing the old road fill); this would far exceed the 2:1 ratio expectation. Once the area is restored, NCDOT will commit to planting wetland vegetation, which will be Juncus roernerranvs Black Needle Rush, Spartina pafens Sal[ Meadow Grass, Cladium jamaicense Sawgrass. This vegetation will match the adjacent coastal species currently presen[ in the mitigation area. NCDOT can monitor the we[land restoration by photographs and detenninations of vegetation cover. The vegetation cover goal is at Ieast 75 percent desirable species. The sites should be monitored for 3 years, with a brief report on [he progress of these areas being submitted [o the USACOE, DWR and DCM annually during the moniroring period. Following three years of monitoring, NCDOT will schedule an agency field meeting to determine if the created areas have attained jurisdictional wetland status. If, at [he end oF[hree years, the restored areas have not attained jurisdic[ional wetland status, the agencies shall determine if additional compensa[ory mitiga[ion is required or other site manipulations needed for restoration improvement.
