in Dare County.

Hello Randy, Leilani, Ginny and Todd,

The attached application for a Major Modification of CAMA Permit No. 24-08 from NCDOT and the Coastal
Studies Institute was circulated last week to state and federal agencies for review and comment. This includes
other representatives from your agency that routinely receive requests for comments from DCM (Ken Pace
(NCDOT), Garcy Ward (DWR), and Tracey Wheeler (USACE). Although you do not usually receive CAMA
permit applications for review and comment, due to the previous involvement of you or your agency with the
Roanoke Island Visitor Center Mitigation Site, your comments are also requested.

Please find attached three documents in pdf that comprise the application. I will send the DCM Field
Investigation Report and background documents from the DCM files for the Roanoke Island Visitor Center
Mitigation Site in a subsequent e-mail, as the file was too big to send everything together.

Please let me or Greg Daisey know if you have any questions or concerns.
