Following up for our field �neeting on 4/19/2016 to discuss the proposed boardwall</pedestrian
h�ail connecting the Visitor Ce��ter and Coastal Studies Institute, I am provided an additional ovecview perinit
sheet. Our original estimate of restored area only encompassed the road way between the tree line, so I
clarified we needed to remove the road fill entirely, included the 5-10 year old pine trees bordering the clear�
road. This increases the available restored area to 2783 sq. feet (0.064 acres). The restored wetland grade will
match the existing adjacent wetland elevation and mitigation area. As stated in the original authorization
request, we will remove the culve��ts and open up the Collins Creek/Canal system.
The total elevated boardwalk area is 950 sg. ft., with 250 sq. ft. over the existing mitigation section
associated with the original Visitor Center Permits. We are proposing to restore 2783 sq. ft. (removing the
old road fill); tllis would far exceed the 2:1 ratio expectation.
Once the area is restored, NCDOT will comnlit to planting wetland vegetation, which will be Jarncus
roeme�•za�rus Black Needle Rush, Spartina pater�s Salt Meadow Grass, Cladium jamaicense Sawgrass. This
vegetation will match the adjacent coasta] species currently present in the mitigation area. NCDOT can
monitor the wetland restoration by photographs and detenninations of vegetation cover. The vegetation
cover goal is at least 75 percent desirable species. The sites sllould be uionitored for 3 yeais, with a brief
report on the progress of these a1•eas being submitted to the USACOE, DWR and DCM annually during tlle
moi�itoring period. Following three years of �nonitoring, NCDOT will schedule an agency field ineeting to
determine if the created areas have attained jurisdictional wetland status. If, at the end of three years, the
restored areas have not attained jurisdictional wetland status, the agencies shall determine if additional
compensato�y initigation is required or other site �l�anipulations needed for restoration improvement.
