A portion of the walkway would extend over an area of wetland that was included as mitigation for the impacts associated with construction of the Visitors Center. The permit condition that refers to the mitigation area specifically prohibits several activities, including walkways and any structures, including signs. NCDOT proposes to remove three existing culverts and a portion of the remaining soil road adjacent to the existing mitigation area to compensate for the impacts associated with the walkway. The walkway will be extended over this area as well. I am forwarding this request for your review. Please let me know if your agency has any objection to the USACE authorizing construction of the walkway and removal of the soil road and culverts. Please send me your comments by April 15, 2016. The path follows through two wooded areas along an existing pathway and two state roads (Toler Road, Skyco Road). There are no proposed impacts to surface waters or wetlands associated with this request. The request includes permit drawings, photo illustrations, previous mitigation plat for Visitors and location map. Please let me know if you have any questions or need additional information. If we need to meet on-site again for further discussion, we can coordinate that with a field meeting. I also sent a request to DCM for permit authorization through an existing CSI Major permit.
