The North Carolina Departiliez7t of Transportation (NCDO"I') requests a inajor modification of
the above referenced permits to authorize the construction of a pedestrian walk way, connecting
Coastal Studies Institute (CSI) and NCDOT's visitor's center• in Manteo, Dare County. This
walkway will provide walkin�/biking access for students and faculty at CS%, to the Town of
Manteo, through NCDOT's Visitors Center's existillg pedestrian walkways. Currently, there are
no pedestrian sidewalks or trails that link CSI and the "�,owr of lVlanteo. Students and faculty
would 11ave to walk/bike down NC 345 aiicl througl� U5 64/NC 345 intersection, in oi•der to visit
the Town of Manteo. NCDOT t�eviewed this i•aute as an altez�native, anc� discovered it is not a
viable option for multiple reasons. This route is a two lai7e state highway with sigruficant
conunercial naffic tr�veling to tihe village of Wanchese. It has a 45 inile per hour speed liinit
posting, with no provisions for a pedestrian/bike lane. There are multiple homes and businesses,
several utilities, along with forested wetlands tliat borde� the higl�way sl�oulder. Widening of this
route to accomznodate a pedestriail lane, would result in impacts to business, residential property,
utilities and wetlands. An additional concern with this option i.s tlle intersection with US 64 and
NC 345. This is one of the busiest four- way intersections in TJare �ounty, with 5-6 lanes of
traffic to cross. Introducing a bike/pedestrian travel way acr•oss tlus high volume traffic
intersection would create a sigiuficant safety risk, azid dec��ease the efficiency of traffic
movements tluough the intersection.
NCDOT's proposal is to �•oute the pedestrian/bike trail down existing secondaty state
roads and adjacent state property along an existiilg soil pathway. These existiizg routes provide a
much safer and economical option, with no impacts to �n�etlands. This alignnlenY was coordinated
with CSI and Dare county. The wetlands and piablic trt�st watezs (man-made canal) along the
proposed route have been delineated and show�i on the provided �ermit drawings. Wetland and

surface water impacts have been avoided by designing elevated wooden walkways that will span
the length of the surface water and wetland areas. There are two wetland/surface water crossing
areas, shown on the permit dr�wings. One is illustrated as Ll and the other L2. 'The wetland
system at L2 is associated with a NCDOT initiz;ation site. T'his mitigation site was built in
conjunction with the Visitors Center in 2001. The mitigation site bor•ders the back side of the
Visitors Center property. NCDOT's pedestrian walkway/bike trail proposal, includes spanning 60
feet of this wetland mitigation site with an elev�ted wooden walkway, which connects the
proposed trail to the Visirors Center. The elevafed wooden wallcway will average 7-8 feet in
height above the wetland mitigation area and be conshucted with a 5 feet wide travel way. Total
length of the elevated wood walkway at L2 is 190 feet, spanning the creek/canal, proposed
wetland restoration area and existing mitigation area. There is no proposed wetland fill
associated with this wooden walkway. The aiignment af the pedestrian walkway/bike trail across
the mitigation site, is in conflict with a previous USACOE 2001 permit condition for the Visitors
Center. In order to off-set any potential Ilegative iillpact from crossilig the mitigation site with the
elevated wooden walkway, NCDOT is proposing additional on-site wetland restoration and
hydrologic enhancement to upstreain forested wetlands. Tl�.is will be done by the removal of 0.03
acres (1200 sq.ft.) of existiilg soil roadway, which is contiguous to the i�iitigation area and
removing 3 existing culverts within the upper reaches of Collins Creek. These 3 culverts are
located within the pr�posed wetland restoration area, within the floodplain, for this upper r•each
of Collins Creek. The restored floodplain wetland will be vegetated with native marsh grasses
(Juncus roe�s�e��ianus, Spa��tina pcztens, Cladiun�� jamaicense}. �3y t•emoving the 3 culverts and
restoring the floodplain wetland elevations, tidal flows will be able to move with less restriction
and increase upstream tidal flooding from the Croatan Sound. The forested wetland system above
the culverts is approximately 50 acres in size and has cc�astal wetland species bordering the
surface water drainage features. The relnoval of the 3 culverts and floodplain wetland restoration,
will enhance the estuarine influence on the property. This property is �uz•rently in state
owneiship, witlun a conservation use. The proposed wood�ll walkway will cross this reach of
Collins Creek at an elevation of approximately 6' above the mearl lugh ��ater surface. This will
allow kayak and canoe access upstream of the culvert relnoval point, which is currently not
available. Collins Creek, behind the Visitor's Center is a kayak/cai�oe public access location,
with a launch pier constructed in 2003.
The L1 elevated wooden walkway is lo�ated neax• �SI and s�pans over a man-made ditch
and associated wetlaild. The ditch ties into C�I's boat laurich canal approYimately 350 feet down
stream. This man-inade ditch averages iil depth of 1 foot, with less than 1 foot at the point of
elevated wooden walkway crossiiig. This ditch was deterinined io be public irust waters,
therefoz•e, requues a permit for fhe new woodetl ��alkway spanning the water body. The proposed
walkway is 133 feet long and 5 feet in width. At the point oFcrossing ovei• the water body, there
will be 2.5 feet of vertical elearallce behveen the strur,ture and the normal water line. There are
no wetland or surface water impacts associated with this crossulg. All wetlands and surface
waters have been avoided by e�.tendulg the wooden walkway beyoild the wetland boundary
limits.

The purpose of this project is to provide a safe pedestrian trail from Coastal Studies Institute to the Visitors Center along US
264 on Roanoke Island. This wili allow students and faculty a safe route to walk or bike into the Town of Manteo from
Coastal Studies Insititute.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
The proposed gravel walkway is approximately 1400 feet in length at 5 feet in width, with two elevated wooden ramps that
total 323 feet. L1 ramp located near Coasfial Studies Institue is 133 feet X 5�eet and the ramp at L2 near the Visitors Center
is 190 feet X 5 feet in width.The project will be constructed using small scale clearing and grading equipment. The 5 feet
wide pathway will likely be cleared and grubbed wifh mini excavator/backhoe and dozer operation. The placement of the
timbers and gravel will be done by hand and backhoe. The equipment and supplies will be stored on state property, within
the ro�ect area.

averaging 1 foot of depth. The ditch follows along a
forested area for approximately 350 feet, prior to outletting
into a larger navigabie canal.
