RE: Northeast Cape Fear River Mitigation Site, Pender County, TIP No. B-4223, CAMA Permit 123-06.
Dear Mr. Harris:
This letter is in response to the N.C. Department of Transportation (NCDOT) letter dated August 5,
2015 regarding the Northeast Cape Fear River Mitigation Site in Pender County. The site consists of
approximately 0.95 acres of riverine wetland restoration. The site was designed to mitigate for the
replacement of Bridge No. 21 on NC 210 over the Northeast Cape Fear River (TIP No. B-4223, CAMA
Permit No. 123-06). Restoration of 0.52 acres was used to offset wetland impacts associated with the B-
4223 project leaving a balance of 0.43 acres which can be used, with approval by the regulatory
agencies, on future NCDOT projects. In accordance with the August 5, 20151etter, NCDOT will be
given full credit for the 0.95 acres of wetland restoration at the site. However, NCDOT acknowledges
that the excess 0.43 acres could be used as mitigation for future projects at a reduced ratio due to the
likelihood of required maintenance on vegetation within the restoration portion beneath the bridge.
The N.C. Division of Coastal Management (DCM) has reviewed the annual monitoring reports prepared
by NCDOT, and a letter from the N.C. Division of Water Resources dated March 10, 2016 stating that
no further monitoring of the site will be required since the construction and success criteria have been
met. In addition, a closeout on-site meeting was held on August 4, 2015. Based upon this review, DCM
agrees that no further monitoring is required and that the site may be officially closed.
