Dear Ms. Hair: This letter is in response to your email of February 21, 2016 requesting comments from the North Carolina Division of Water Resources regarding a February, 2016 draft update to the shoreline management plan (SMP) for the Brookfield Smoky Mountain Hydroelectric Project. The Federal Energy Regulatory Commission's (FERC) 03/31/2006 order approving the SMP requires a 10 -year review. The project lies on the North Carolina -Tennessee boundary; impounds waters of North Carolina within three of the four reservoirs; and utilizes the flows of the Cheoah and Little Tennessee rivers for hydropower generation. My only comments are editorial in nature in order to recognize the reorganization of North Carolina state agencies and to bring to your attention a few minor typographic errors. The N.C. Department of Environment and Natural Resources (DENR) is now the Department of Environmental Quality (DEQ). Within DEQ the Division of Water Quality (DWQ) has been integrated into the Division of Water Resources (DWR). Consultation regarding the 401 Certification should be directed to the DWR-401 Unit. Also, the N.C. Department of Cultural Resources is now the Department of Natural and Cultural Resources. These changes should be addressed on the following pages of the SMP: • vii; 4-1; 7-6; 7-9; 7-15; 7-20; 7-21; A-6 to A-8; B-5; C-6; C-15; C-27.
