That way construction can begin onthe Novo site before the final design iscompleted for the access road. We expect that a permit modification will be requested based on the final design of the road access when it is completed, and the compensatory mitigation condition will be revised accordingly. I want to make sure that we can base our required mitigation on final design not functional design. My main concern is the stream mitigation requirement of 188 ft because I am fairly certain that our stream culvert crossing is going to be close to 120' in length which takes it below the 150' threshold for requiring stream mitigation altogether. Please advise..
