As a follow-up to our discussion, I have attached the revised Tables 3, 4, and 5 from the Individual Permit Application Supporting Documentation with the corrected/consistent impact numbers. There were no changes required for Table 6 or the Permit Drawings. As we discussed, the minor discrepancies in impact quantities were the result of rounding the numbers through various stages of the design process. The revised numbers reflected in the Tables are based upon the final design as shown in the Permit Drawings. In summary, as reflected in the tables, below are the final impact numbers for the WQC: Novo Nordisk Preferred Site Alternative: 2.31 ac. Jurisdictional wetland 2.18 ac. Isolated wetland Gordon Road Preferred Alternative: 3.01 ac. Jurisdictional wetland 188 If stream Zone 1 buffer: 11,570 sq ft Zone 2 buffer: 7,756 sq ft Total Jurisdictional Wetland Impacts for Project: 5.32 acres It is also our understanding that the WQC was processed utilizing the DMS for mitigation requirements for impacts associated with both the Novo Nordisk site as well as for NCDOT required mitigation for Gordon Road Access. If Novo Nordisk wants to pursue mitigation with RES mitigation banks, this will be processed as a permit modification at a later date along with any other modifications that maybe required. However, permanent impacts to jurisdictional areas will be unavoidable. These unavoidable permanent impacts within the Site and the Gordon Road Access will be necessary for construction of the project, including total permanent impacts of 5.32 acres to headwater forest wetlands, 2.18 acres of impact to basin wetlands, and 188 linear feet of perennial stream. Each permanent impact area is depicted in the attached Permit Drawings (Appendix G) and summarized in Table 3. Table 3. On -Site Alternatives Considered Alternative 1: This alternative layout maximizes the square footage API production to 1,103,810 square feet and maximizes parking by allowing one contiguous parking pad on the southern portion of the facility. The construction cost of the Gordon Road Access is minimized by reducing the length of the road into the Site. The access road has a "T" intersection leading into the Phase I production facilities as well as the wastewater treatment facility. The guardhouse is located at this roadway intersection within an adjacent wetland area. Jurisdictional impacts associated with Alternative 1 include 5.95 acres of jurisdictional wetland and 2.18 acres of isolated, non - jurisdictional wetland. An additional 0.47 acres of wetland impact will result from the Gordon Road Access corridor north of the railroad on this alternative. The functional roadway plans for each alternative, including the Preferred Alternative, are shown in Appendix C. All Gordon Road Access alternatives utilize the alignment shown on the Preferred Alternative Site Plan north of the railroad, which totals 0.52 acre of wetland impact. This impact is included in acreage calculations shown in Table 5. The following alternatives were developed for the Gordon Road Access south of the railroad and analyzed as a result of a Traffic Study prepared by Kimley-Horn and Associates to evaluate the proposed impacts of both operational/employee traffic as well as construction traffic on Powhatan Road. The results of the traffic study showed that Powhatan Road could accommodate the proposed additional employee traffic with turn lane improvements at the US 70/Powhatan intersection; however, Powhatan Road could not accommodate both operational and construction traffic (Phase 1 and Phase 2). A summary of the traffic study is included in Appendix D. Table 5.
