From the project files, it looks like the major variance was based on a maximum impact, which was later minimized
during the individual permit and certification process. Therefore, the December 12, 2007 represents the amount of
mitigation required for the project. That is assuming that the Section 404 permit has not yet expired. I don't have a copy
of the individual permit to check.

I am helping a client in his efforts to satisfy mitigation for the above listed project. Could you please clarify where they
ended up back in 2007 on the amount of buffer mitigation required? I am attaching the two approval letters I have.
