Please let me know if any corrections or additions are needed. The following personnel were present during the site visit to close out the Gunpowder Creek project: Dave Wanucha NCDWR, Virginia Baker NCDWR, Marla Chambers NCWRC, Randy Griffin NCDOT, Matthew Green NCDOT, Joshua Young NCDOT and Jason Elliott NCDOT. The group walked the entire length of the stream relocation project beginning at the upstream end and progressing downstream to the confluence of Gunpowder Creek. There were no issues noted in the majority of the stream project and the buffer remains heavily vegetated throughout. The lower portion of the stream relocation (approx. the last 75 feet) continues to have issues with piping throughout 3 of the structures. During the site visit on March 23, 2014 it was requested that NCDOT install additional plantings in the lower portion of the stream relocation. Thirty one-gallon containerized plants were installed in April 2014 and the plantings were in excellent condition at the time of the site review. In the 2014 monitoring report DOT proposed not to make any additional repairs to the structures in this location due to its location and the disturbance that would be done to the buffer. This was discussed as well during the on-site review. It was agreed that while the structures are not functioning as designed it would be difficult to make repairs in this area. NCDOT also agreed to install additional signage around the site to protect the stream buffer. The agencies present agreed to close the site once the signs are installed. NCDOT will then submit a closeout request letter and the site will move to the NCDOT Stewardship program.
