Enclosed please find a copy of the Compliance Evaluation Inspection Report for the
inspection we conducted at the Belews Creek Steam Station on October 28, 2022. Please note
that in the stormwater inspection report summary we ask that you submit ROS applications,
change the sampling protocol at outlets 16 and 17, and resume tier status for Zinc and Copper at
affected outlets.

Inspection Summary:
This inspection was conducted in response to the reissuance of this individual industrial permit. The Stormwater Pollution
Prevention Plan (SWPPP) and related documentation was complete including employee training records, monitoring
records, and the annual certification. Qualitative monitoring has been conducted and documented. Analytical monitoring
has been conducted and the facility is in Tier III status for Copper and Zinc at outfalls 3 through 6. Discharges from outfalls
15 through 17 have been comingled with lake water at the outfall and the facility needs to change the sampling practice at
these outfalls to capture only the stormwater. The facility has also requested to have outfall 3 represent 3 through 6 and 15
to represent 15 through 17, but a formal application must be received before this request can be processed. If you have
