After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3112. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non - Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. Yc.i must act within 60 days of the date that you receive this letter. To ask for a hearing. send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. RALPH AND HELENE SALVATO Beaufort County ENVIRONMENTAL SETTING The applicant owns a 15 acre lot within Summerise Subdivision off SR 1901 adjacent to Goose Creek (AIWW)/Peterson Creek in Beaufort County, North Carolina. No structures are present on the site, however, a partial access road has been placed into the property. An offsite septic system is being proposed on what is being called Lot 7 -A. Piping for this system is existing at the site. When a dwelling is constructed an individual well is proposed. The property's elevation which is addressed on the application form as being 4' -5' above the NWL is probably very liberal. A wetland delineation has been conducted by the U.S. Army Corps of Engineers and the wetland line is shown on the attached plats. Onsite inspections reveal very little if any change in elevation between what is being considered uplands for what is being considered wetlands. Vegetation located on the upland portion of the property is dominated by pines, with intermixing of various small hardwoods. Located on much of the wetland portion of the property is a wide fringe of coastal wetlands (marsh). These marshes are dominated by Soartina alterniflora, Soartina Zmosuroides and Spartin patens. Erosion is occurring on the property which is evident by a defined erosion scarp. However, this is the continuous erosion that one might expect from such a low elevation area. PROJECT PROPOSAL The applicant is proposing to stabilize the shoreline from ongoing erosion by conducting the following: 1) The placement of 315' of riprap along the shoreline as shown on attached Sheet 3. The riprap will average 5' beyond the NWL and will be placed a maximum of 5' beyond the NWL. It also will be placed no higher than the elevation of the adjacent wetlands. 2) The construction of 175' of wooden breakwater along the shoreline as shown on attached Sheet 3. This breakwater will be constructed as shown on Sheets 5 and 6. The breakwater will be placed a maximum of 5' beyond the NWL. Water will be allowed to pass through the breakwater by 1" gaps between all boards. ENVIRONMENTAL IMPACT The project as proposed will result in ±1,575 sq. ft. of open water area to be filled as a result of the placement of the riprap. Also, ±875 sq. ft. of open water area will be confined landward of the proposed breakwater. No wetland vegetation will be excavated and/or filled as a result of the project. Wetlands will be impacted by both the placement of the riprap and the construction of the breakwater due to the inaccessibility of a portion of the site due to wetlands which must be crossed. The proposed proiect is shoreline stabilization of approximately 315' of eroding shoreline with riprap. A long fetch and significant boat wake from boats traveline the ICW have caused considerable erosion on the property. Also recent hurricanes have contributed to erosion at the site. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Form DCM -MP -1 site.
