bulkhead on a vacant lot.

PROTECT DESCRIPTION
The project site is a vacant 50' X 100' lot located at 110 Sanford Street in Holden Beach, NC. A
manmade canal borders the 50 ft wide eastern border of the lot. The canal is connected to the AIWW
and it's waters are classified as SA waters but are closed to the taking of shellfish. The waters are not
classified as primary nursery area waters by the Division of Marine Fisheries. The lot is not bulkheaded
but a vegetated ridge of sand extends along it's waterward boundary. Mean high water and all coastal
wetlands have been determined to be waterward of the vegetated ridge. The mean high water alignment
extends from approximately four feet landward of the existing bulkhead on the northside lot along the
waterward boundary to approximately five feet landward of the existing bulkhead on the adjacent
souhside lot. Coastal wetlands extend approximately two to three feet landward of the mean high water
line along the waterward boundary.
A depression (approximately 40' X 30') exists in the center of the lot (landward of the vegetated ridge)
which appears to be the result of mechanical excavation unapproved by the applicant. Within the
depression, an approximately 20' X 20' pocket of federal wetlands have developed within 75 feet of
mean high water. Snartina patens, a coastal wetland species, have also colonized the depression.
However, the area was not identified as coastal wetlands because it was not connected to coastal waters.
The applicant proposes to fill the federal wetlands and construct a bulkhead approximately two to three
feet waterward of the mean high water contour of the property. The proposal will likely require a
Nationwide 18 Permit from the U.S. Corps of Engineers. State Regulation 113A- 118(d) (1) states "A
major development is any development which requires permission, licensing, approval, certification or
authorization in any form from ...any federal agency or authority; ". Thus, the proposed work also
necessitates granting of a major permit from the Division of Coastal Management.
ANTICIPATED EMPACTS
The proposed project would incorporate approximately 400 sq. ft. of federal wetlands. The applicant
anticipates the project requiring approximately 400 cu. yds. of backfill material. The project as
proposed would also result in the filling of approximately 100 to 150 sq. ft. of coastal wetlands.

other instrument under which the applicant claims title

claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross - sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11 " white paper. (Refer to
Coastal Resources Commission Rule 71.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by cartilled mall. Such landowners must be advised
that they have 30 days in, which to submit comments
on the proposed project to the Division of Coastal
Management. Upon si_ning this form, the applicant

PROTECT DESCRIPTION
The project site is a vacant 50' X 100' lot located at 110 Sanford Street in Holden Beach, NC. A
manmade canal borders the 50 ft wide eastern border of the lot. The canal is connected to the AIWW
and it's waters are classified as SA waters but are closed to the taking of shellfish. The waters are not
classified as primary nursery area waters by the Division of Marine Fisheries. The lot is not bulkheaded
but a vegetated ridge of sand extends along it's waterward boundary. Mean high water and all coastal
wetlands have been determined to be waterward of the vegetated ridge. The mean high water alignment
extends from approximately four feet landward of the existing bulkhead on the northside lot along the
waterward boundary to approximately five feet landward of the existing bulkhead on the adjacent
southside lot. Coastal wetlands extend approximately two to three feet landward of the mean high water
line along the waterward boundary.
A depression (approximately 40' X 30') exists in the center of the lot (landward of the vegetated ridge)
which appears to be the result of mechanical excavation unapproved by the applicant. Within the
depression, an approximately 20' X 20' pocket of federal wetlands have developed within 75 feet of
mean high water. Snartina patens, a coastal wetland species, have also colonized the depression.
However, the area was not identified as coastal wetlands because it was not connected to coastal waters.
The applicant proposes to fill the federal wetlands and construct a bulkhead approximately two to three
feet waterward of the mean high water contour of the property. The proposal will likely require a
Nationwide 18 Permit from the U.S. Corps of Engineers. State Regulation 113A- 118(d) (1) states "A
major development is any development which requires permission, licensing, approval, certification or
authorization in any form from ...any federal agency or authority; ". Thus, the proposed work also
necessitates granting of a major permit from the Division of Coastal Management.
10. ANTICIPATED IMPACTS
The proposed project would incorporate approximately 400 sq. ft. of federal wetlands. The applicant
anticipates the project requiring approximately 400 cu. yds. of backfill material. The project as
proposed would also result in the filling of approximately 100 to 150 sq. ft. of coastal wetlands.
