8. PROJECT SUMMARY: The applicant proposes to modify his existing CAMA Permit No. 77 -95 to
allow upgrading of the existing boat ramp by constructing additional launch piers and excavating a
channel to the ramp to facilitate deep water access.

The applicant proposes to develop a 2.45 acre tract of property located on the south side
of the Tar /Pamlico River bridge and on the east side of Hwy. 17 adjacent the Pamlico River in
Beaufort County. The Pamlico River is an inland water in this area. The area subject to the
proposed development has been, and still is, regularly maintained and has been subject to a variety
of earlier developments including: a metal storage building, a concrete boat ramp and launch pier,
access drives, and an existing pier associated with commerce in years past. Plants on the site
include: Upland grass and weeds, Cypress, Sycamore, Maple, Ash, Gum, Elm, Black Willow,
Swamp Privett, and Wax Myrtle. The shoreline bordering the proposed development is relatively
stable and sandy as is the adjacent highground. Based upon remnant pilings, which are more
obvious during periods of low water, another pier once existed near the Hwy. 17 bridge on the
upstream property boundary. Naturally occurring deep water offshore probably helps explain the
obvious history of water access and /or water related businesses. The applicant has explained that
Hurricanes Bertha and Fran in 1996 resulted in the establishment of a sand bar offshore thus
restricting the use of the boat ramp.
The applicant proposes to deepen the access to an existing boat ramp by dredging 10,165
sq. ft. (±941 cu. yds.) of river bottom. The average existing water depth is 2 '/z feet and the
proposed final project depth is 5 feet. Via Major CAMA Permit No. 77 -95 the applicant has
already been permitted to widen and lengthen the existing boat access ramp. The applicant is also
proposing to install two new boat launch piers, both will be 4 feet wide, one will be 70 feet long
and the other 90 feet long.
The proposed deepening will result in the excavation of 10,165 sq. ft. of river bottom.
Since this area of the river is primarily coarse sand there should be a minimal amount of short
term turbidity. Sand in this area seems to be continually shifting and therefore the benefit of
dredging may be short lived. The installation of two additional launch piers should result in only
short term localized turbidity. I would consider the proposed final project depth of 5 feet to still
be a shallow water habitat and therefore not a complete loss of a critical habitat area.

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross - sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11 " white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
•
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.
