Dear Mr. Kamya:
You have our approval, in accordance with the attached conditions, to impact waters for the purpose of
conducting maintenance at the Blewett Falls Hydro Plant, as you described in your application dated 24
January 1997. After reviewing your application, we have decided that this fill is covered by General Water
Quality Certification Numbers 3127, 3114 or 3110. These certifications allow you to use Nationwide Permit
Numbers 3, 33 or Regional General Permit 198200277 when they are issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the
conditions listed in the attached certification. In addition, you should get any other federal, state or local
permits before you go ahead with your project. Also this approval will expire when the accompanying 404 or
CAMA permit expires unless otherwise specified in the General Certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611 -7447. This certification and its conditions
are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water

Subject: Maintenance of Headgates and Intake Structure at Carolina Power & Light Company's
Blewett Falls Hydroelectric Plant
Dear Mr. Dorney:
Carolina Power & Light Company (CP &L), during routine inspection of the Blewett Falls Hydroelectric
Plant, has determined that maintenance of the plant's headgates and intake trash rack structure are
needed. Tile maintenance will require that a minimal amount of debris and sediment will have to
removed to facilitate the placement of a cofferdam which will allow units to be individually isolated and
dewatered. The maintenance work will take approximately six months, but the debris removal will
require only approximately 1 -2 weeks. CP &L is seeking agency approval to conduct this dredging.
Following is a detailed description of the maintenance work.
Tile Blewett Falls Plant and Reservoir are located on the Pee Dee River (Attachment 1) near
Rockingham, N.C. Tile powerhouse is located on a relatively short canal, which was excavated when the
plant was constructed circa 1910. The plant consists of six hydro turbines and generators, with a total
generating capacity of around 22 MW. Water from the reservoir passes through trash racks set in the
concrete - walled intake, into a small intake bay on each unit, and then into that unit's 17 -foot diameter
penstock. For routine inspection and maintenance activities, each turbine penstock can be individually
dewatered by closing that unit's headgate, which shuts off the flow of water into the penstock.
Maintenance of the headgate and intake trash rack structural support components requires the temporary
installation of a cofferdam to allow dewatering of the intake bay. This cofferdam is placed between the
concrete piers in front of an intake bay, which is then dewatered for the planned maintenance work. The
"footprint" of the cofferdam on the canal bottom is approximately 40 feet long (across the front of the
bay) by 5 feet wide (projected away from the front of the bay).

Prior to the installation of the cofferdam, it will be necessary to remove any debris from the bottom and
immediately in front of the bay to allow secure placement of the cofferdam components. We anticipate
that debris will actually have to be removed from an area somewhat larger than the area where the
cofferdam will be placed, to ensure that it can be tightly seated against the bottom, and to minimize
slippage of other debris into the cleared area. We have obtained soundings in the area to be excavated
for debris removal, and as shown in Attachment 2, have indicated an assumed excavation profile for use
by the contractor. The debris is expected to include significant quantities of stumps, tree limbs and
leaves, and man -made materials, as well as sediment. It is extremely difficult to estimate how much
material will actually be removed during the proposed excavation because of the debris consistency.
However, our preliminary estimate is that the debris volume excavated should be in the range of 500 to
2000 cubic yards.
The maintenance work for the Blewett units is scheduled to begin in April and extend until October of
1997, so that the work can be performed during the period of normal low flows. However, the debris
removal itself, which will be done upon project initiation, is expected to take no more than two calendar
weeks. We would note, however, that should problems be encountered in placing the cofferdam, or
should high river flows deposit additional debris in front of the intake, some additional minor "cleanup"
debris removal will be necessary.
CP &L anticipates that, because the majority of the debris will be "woody" organic material, there should
be minimal visible increase over the existing solids loading in the river. Also, since only one unit at a
time will be taken out of service for maintenance, flow releases through the powerhouse will continue.
For these reasons, plus the short duration of the debris removal, CP &L believes that there will be
minimal impact on the downstream fisheries and water quality.
CP &L would appreciate the Corps' review of the proposed headgate maintenance for approval under one
or more of the following permits: Corps Nationwide Permit No. 3 (Maintenance), Nationwide Permit No.
33 (Temporary Construction, Access and Dewatering), Regional General Permit No. 277 (Dredging
Within Manmade Basins and Canals), and /or by letter permit. Additionally, CP &L would appreciate the
NC Division of Water Quality's concurrence under the 401 certification provisions. To that end,
Attachment 3 contains CP &L's Pre - Construction Notification Application.
By copy of this letter, I am asking that the N.C. Wildlife Resources Commission and the U.S. Fish &
Wildlife Service also review the proposed headgate maintenance.
