Atlantic Coast Pipeline Spread 8 Dear Ms. Higgins: This letter is to follow-up on the sediment discharge to waters of the state previously reported on November 28, 2018, and as required by Individual Water Quality Certification Permit No. 20140957 (Incident #201803545). Dominion Energy takes environmental compliance very seriously and immediately notified the Division of Water Resources, Raleigh Regional Office upon discovery of this discharge, and took immediate action to remedy this issue. The discharge information and corrective actions are as follows: 11/28/2018 — Spread 8 — On 11/24, the project received approximately 1.50" of rainfall. On the morning of 11/26 it was discovered that sediment -laden water overtopped the erosion and sedimentation control measures resulting in sediment being deposited within the stream SNRH004 and wetland WNRH005£ By the end of the day on 11/26, the contractor completed removal of the deposited sediment by hand using shovels, pails etc. and repaired all the erosion and sedimentation controls in the area. The erosion and sedimentation controls were installed according to the approved plan and additional measures had been taken following the previously reported release in this area on 11/13/2018. Additional erosion and sedimentation controls, on top of already installed devices, including geotextile lined waterbars, plastic lined hill sides, and silt fence reinforcement were installed to prevent reoccurrence.
