discussing concerns that we have regarding the design of the project and placing it on hold until those
concerns are addressed. Therefore we are returning your applications. Once you have collected
sufficient information to have a complete application (please see our hold letter for the missing
information), you will need to reapply for the DWQ approval. Your file is hereby retired and will not be
reviewed until our earlier concerns are addressed.
