On July 12, 2000, the NC Division of Water Qualiry received your application for a 401 Water Quality
Certification for the SR 11�8 NideninQ project in Lenoir Counry. Before we can proceed with reviewin� your
application, we need the follo�vinQ information:
1. Please provide details re�ardins stormwater dischar;es associated with the pre-construction and
post-construction phases, of the project. For example, have any measures been taken to ensure
diffuse tlow of runoff?
2. This project occws �vithin the \Teuse River Basin, which has Buffer Rules in effect. Please visit our
web site at httQ://h2o.enr.state.nc.us/nc�vetlands to learn about the buffer rules in effect in North
Carolina. You mav also wish to discuss the buffer rules with Bob Zarzecki in the 401/Wedands
Unit. He can be reached at (919) 733-9726. After you.have reviewed the rules, please provide
detailed maps illustratin� all buffer impacts, if any, proposed for this project. We suggest that you
use the appropriate NRCS soil surveys to illustrate sveam and buffer impacts associated with this
project.
Until this information is received, I will request (by copy of this letter) that the Corps of Engineers place
this project on hold. Also, this project will be placed on hold for our processin� due to incomplete
informa[ion (15A NCAC 2H A�07(h)). Please visit the 401/Wetlands Unit home page located at
