Dear Mr. Harris: This correspondence is in reference to your letter dated October 22, 2012, regarding the Jeffreys Warehouse Mitigation site located in Wayne County,.North Carolina. This site is being utilized by the North Carolina Department of Transportation as compensatory mitigation for wetland, stream and Neuse Buffer impacts for various projects in the Neuse River Basin. On January 23, 2012, Rob Ridings of DWQ participated in an inter-agency field visit to review the site and verify that site success criteria had been met, along with modified delineations. By copy of this letter, we are notifying you that no further monitoring of the sife will be required since the construction and success criteria for the mitigation site has been met. This site provided 3.66 acres of riverine wetland restoration, 16.23 acres of nonriverine wetland restoration, 12.36 acres of riverine wetland preservation, 3731 linear feet of stream restoration, and 316507 square feet of Neuse buffer restoration. SECRETARY Re: Jeffreys Warehouse Mitigation Site, Wayne County, State Project No. 8.1330510, TIP No. R-1030AA, Action ID No. 199.202353; DWQ WQC Project No. 990�413�_ Mr. Steffans: As you are aware, the Department has monitored the Jeffreys Warehouse Mitigation Site since its construction in March of 2006. The site is located in Wayne County, adjacent to U.S. 117/I-795 in Goldsboro, N.C. This 87.7 acre site provides the following types of compensatory mitigation: 3.66 acres of riverine wetland restoration, 16.23 acres of non-riverine wetland restoratiori, 12.36 acres of riverine wetland preservation, 3,731 linear feet of stream restoration and 316,507 square feet of Neuse buffer restoration. The entire site was planted in March/April of 2006 and replanted in March of 2007. Hydrologic monitoring gauges were installed in February of 2007. NCDOT proposed to monitor the Jeffreys Warehouse mitigation site for five years or until success criteria were met; with hydrological, vegetation and stream stability monitoring conducted each year. In order to quantify the unsuccessful areas of the site, a wetland delineation was performed in October 2011 to determine the extent of the restored wetlands around ground water gauges GW-3, GW-6 and GW-7. An on-site meeting was conducted on January 23'� 2012, with the state and federal regulatory and NCDOT personnel present to review and approve the wetland delineation.. Please see the delineation rriap (Figure 1) and updated debit ledger (Table 2) attached to this letter. The delineation map and corrected debit ledger are also included in the 2011 monitoring report. After four years of vegetation monitoring, data for 2011 indicates that the site has met vegetative success criteria bv vieldin� an avera�e densitv of 446 trees per acre survivin�, well above the within the monitoring reports available on NES's website between 2007 and 2011. After five years of stream stability monitoring, data for 2011 shows that all 14 cross sections along the unnamed tributary to Little River remain stable with little difference noted during the monitoring timeframe. According to data provided by an on-site surface water gauge, the Jeffreys Warehouse stream site has also met the required protocols for stream hydrology by recording 19 bankfull events from 2007 to 201 l. �:S `s ;� z Based on the wetland and stream monitoring results, NCDOT requests that the appropriate resource agencies provide documentation stating that no further monitoring is required and that the site is closed.
