The Water Quality Section of the Division of Environmental Management requests that
the following topics be discussed in the EA/EIS/Scoping documents:
A. If the COE determine that a new 404 permit is required for this project, then a
new 401 Water Quality Certification will be needed.
B. Will borrow locations be in wetlands?
C. Identify the streams potentially impacted by the project. The stream
classifications should be current.
D. Identify the linear feet of stream channelization/relocations. If the original
stream banks were vegetated, it is requested that the channelized/relocated
stream banks be revegetated.
E. Number of stream crossings.
F. Identify the stormwater controls (permanent and temporary) to be employed.
G. Will permanent spill catch basins be utilized? DEM requests that these catch
basins be placed at all water supply stream crossings. Identify the responsible
party for maintenance.

jurisdictional wetlands.
ii) Have wetlands been avoided as much as possible?

vii) List the 401 General Certification numbers requested from DEM.
Written concurrence of 401 Water Quality Certification may be required for this project.
Please be aware that 401 Certification may be denied if wetland impacts have not
been avoided and minimized to the maximum extent practicable. Applications
requesting coverage under our General Certification 14 or General Permit 31 will
require written concurrence.

Advance Notification of Start of Study for TIP No. B-682, Sunset
Beach Replacement, Brunswick County
The North Carolina Department of Transportation, Division of Highways, has retained the
private engineering firm of Greiner, Inc. of Raleigh, North Carolina to conduct a study of the
subject project pursuant to the National Environmental Policy Act (NEPA). The project is included
in the 1993-1999 North Carolina Transportation Improvement Program.
The current study supersedes a previous Environmental Assessment (dated 11-6-81) and
Finding of No Significant Impact (dated 12-9-85).
The purpose of this letter is to solicit comments and initiate coordination for the study. It is
anticipated that a formal interagency scoping meeting will be held in the near future.

REPLACE BRIDGE NO. 198 ON SR 1172 ~ ; ~~
OVER ATLANTIC INTRACOASTAL WATERWAY AT
SUNSET BEACH, BRUNSWICK COUNTY, TIP NO. B-682
Need for Project: Secondary Road 1172 connects the island portion of the Town of Sunset
Beach with the mainland in Brunswick County. The existing single-lane steel-barge, swing
span pontoon draw bridge with wooden approach spans, crosses the Atlantic Intracoastal
Waterway at mile 337.9. The existing bridge was constructed in 1961, and, with the
exception of replacement of the barge in 1983, no improvements have been made since it
was built. The bridge was last inspected on November 21, 1991. The present condition was
rated as poor, and the bridge is posted for 16 tons for single vehicles and 21 tons for
tractor-truck semi-trailers. It is designated as being both structurally deficient and
functionally obsolete.
Traffic on SR 1172 is frequently disrupted and backed-up by bridge openings for boat traffic
on the waterway. Waterway traffic other than commercial vessels is often backed-up waiting
for scheduled once an hour bridge openings.
2. Descr~tion of the Project: The proposed improvements would replace the existing floating
swing-span bridge. Both bascule and fixed span bridge designs will be considered during
project development. Existing location and relocation alternatives will be compared with
a no-build alternative.
3. Environmental Information:
a. Land Use: The existing land use on the island is largely vacation cottages. Areal
estate office, fishing pier, motel, restaurant, and two shops comprise the extent of
commercial development. All of the developable land on the island has been platted
and approximately 65% of the land has been developed. The mainland side of the
project site is comprised of commercial development (restaurants, shops, and ABC
store, and convenience stores), a fire station, and a private golf course.
b. Wetlands: Areas on both approaches to the bridge are classified as coastal wetlands.
The approximate one-half mile earthen causeway on the island side is surrounded
by coastal vegetation, primarily salt marsh cordgrass (Spartina alterniflora). The
mainland shoreline is also dominated by salt marsh cordgrass. Oyster beds exist in
the open water portion of the Intracoastal waterway and its estuaries. The open
water is classified as estuarine and public trust waters with estuarine shoreline.
c. Floodplain: FIRM maps show that the proposed project is entirely within the 100-
year floodplain. Areas on both sides of the existing bridge immediately adjacent to
the intracoaslal waterway are classified as 100-year coastal flood with wave action.
d. Endangered Species: The waterway, related estuaries, saltwater marsh, and
mainland pine forested areas may provide habitat for threatened, endangered and

species of special concern. Threatened and endangered species currently listed for
Brunswick County include: Eastern cougar, Florida manatee, bald eagle, red-
cockaded woodpecker, wood stork, peregrine falcon, piping plover, leatherback sea
turtle, Kemp's Ridley sea turtle, American alligator, loggerhead turtle, green sea
turtle, shortnose sturgeon, rough-leaved loosestrife, and Cooley's meadowrue.
The NCDOT will coordinate with the U.S. Fish and Wildlife Service, U.S. Marine
Fisheries, N.C. Wildlife Resources Commission, and other concerned agencies to
identify sensitive sites and critical wildlife habitat.
e. Public Trust Waters: The intracoastal waterway and related estuarine system in the
project area are classified as waters held in the public trust by the State of North
Carolina.
f. Aquatic Preserves: None.
g. CAMA Consistency Determination Required: Yes.
h. Cultural Resources: Although it is unlikely that historic or archaeologic resources
exist in the project area, NCDOT will coordinate with SHPO to determine if
'intensive surveys will be conducted during the project development.
i. Coastal Barrier Resource: The project may be located in the vicinity of, or located
within, a coastal barrier resource, as defined by the Federal Coastal Barrier Act
(CBRA).
Hazardous Materials: A hazardous material survey will be conducted during project
development; however, initial field inspection did not indicate the presence of
hazardous materials in the immediate project area.
Navigable Waterway Crossing: Yes.
The proposed project crosses the Atlantic Intracoastal Waterway and will require a U.S.
Coast Guard Permit (23CFR Part 650, Subpart H, Section 650.805).
