Based upon a site visit conducted on February 20, 2015, the Division of Water Resources (DWR)
has determined that of the five wetlands identified as ( "D ", "G", "W, "I" and "L ") and shown on
"Sheet 1 of 2" of the wetland survey signed by Paul Talbot on February 12, 2015 for Whitebridge
Development, LLC (attached to this letter), only three (3) of the five (5) meets the criteria within
version 4.1 of the North Carolina Wetland Assessment User Manual to be classified as Basin
Wetlands. These wetlands are identified as Isolated Wetlands "G ", "H" and "I ". Therefore, the
amended application threshold and mitigation ratio as listed within Session Law 2014 -120 (Senate
Bill S734v8) applies to these particular isolated wetlands.
In accordance with Session Law 2014 -120, you may impact up to one acre of these isolated Basin
Wetlands cumulatively without written approval from the DWR. However, if you wish to impact
greater than 1.0 acres of these wetlands you will be required to apply for and obtain an Individual
Isolated Wetland Permit and to also provide mitigation as described within the above session law.
The previous permitting thresholds and conditions still apply to the isolated non -Basin Wetlands
and to any proposed impacts to Section 404 wetlands.
