PROJECT SUMMARY: The applicant is proposing the reconfiguration of the existing 27- slip docking facility and the installation of 14 tie pilings. 9. Narrative Description: The Bluffs HOA project is located at 4869 South Shore Drive in Morehead City, Carteret County. South Shore Drive is found by following Highway 70 East (approximately 2,968' east The Bluffs H ®A 4869 South Shore Drive Page 02 of the HWY 24/Bridges St. Ext four -way stop light) As you follow Highway 70 the turn off will be located directly past Kmart of Morehead City. Turn right onto Mansfield Parkway and continue to the end. The Bluffs condos are located at the end of this road. The site is located on the north side of Bogue Sound in this area Bogue Sound has a width of 6000' within this area The subject property is 179,467 square feet (4.12 Acres) in its entirety and averages 7' in elevation above NHW. Currently on the high ground portion of the site are existing sidewalks, condos, roads, rip rap, asphalt parking, typical vegetation (grass) and oak trees. Extending southward off of the high ground, down a riprap bluff area and approximately 161' from the western property line and 420' from the eastern property line is the existing pier access for a 27 -slip docking facility The existing pier is approximately 6' x 577' with a 23' x 65' platform (includes covered gazebo and 4' wide dropdowns for slip access) at the terminus of the pier access. There are also 4' wide dropdowns (approximately 2' below pier) for slip access that extend approximately 83' from the north side (landward side) of the existing platform and are along the east and west side of the existing pier access. A mayor permit (104 -97) for this existing structure was issued in 1997 The existing pier angles towards the western property line There is existing riprap along the bluff area (no escarpment) as well as native vegetation (typical grasses and shrubs) which includes jurisdictional wetlands. Along the shoreline at the southern extent of the bluff area is a 20' to 40' wide x 715' long expanse of coastal wetlands consisting of Smooth Cordgrass (Spartina alterniflora) The shoreline along this area is 715' with water depths ranging -2' nlw to -6' nlw depending on location (field verified) The bottom substrate is sand within the project area The Division of Water Resources classifies this area as SA/HQW Waters Bogue Sound is not a designated Primary Nursery Area and is open to the taking of shellfish. There are no shellfish leases within this area. Through field verification, SAV habitat was not observed within the project area, but can be seen through aerial photography, approximately 100' landward of the existing platform SAV was not observed within the slip areas and since the water depths within the slip areas range from -2- to -6' nlw depending on location, there should be minimal disturbance to any SAV habitat that may exist. Morehead City's Land Use Plan dated 2007 classifies this area as Medium Density Residential with Conservation within the AEC. The Federal Channel Setback adjacent to the project area is 80' There is approximately 1,133' from nhw to the AIWW setback with the proposed development a distance of 498' north of the AIWW setback as well There are single - family residences with private docks to the east and west of the project site Pelletier Creek is located approximately 1500' to the east of the existing 27 -slip docking facility. 10 Project Description: The applicant is proposing to reconfigure the existing 27 -slip docking facility which includes converting the fixed fingers and platforms to floating platforms as well as add 14 new tie pilings. The existing fixed pier, platforms, finger piers, tie pilings and slips (27) are currently The Bluffs South Shore Drive Page 03 perpendicular to the shore, located along the western side of the docking facility and are a total distance (to the most waterward tie piling) of approximately 625' from nhw and approximately 600' from the edge of marsh. There is a 4' x 25' "loading/unloading" finger pier located on the east side of the pier approximately 82' landward of the existing main platform. The applicant is proposing to keep the existing fixed pier and main platform as is (includes the existing drop downs in this area). Currently all 27 slips are housed on the western side of the pier. The applicant is proposing to widen the slips and relocate 8 of the existing slips to the east side of the pier access. There would be (8) 12 5' wide slips (numbered 9 -16) along the east side of the pier with (4) tie pilings, (4) 3.5' x 25' floating finger piers, (1) 8' x 122' floating platform (B) and (1) floating 6' x 25' finger pier distinguishing the slip areas. Platform B would be accessed by a 4' x 16' gangway with 14' of this located over platform and would extend from the eastern dropdown along the pier. Slips 9 -16 would start 480' from nhw and would not exceed a maximum distance of 513' from nhw. The western side of the pier encompasses a total of nineteen 12.5' x 25' wide slips The proposed 8' x 121' floating platform (A) that encompasses slips 1 -8 would be located 80' landward of the existing main fixed platform, would start 480' from nhw, would not exceed a maximum distance of 513' from nhw and would be accessed by a 4' x 16' gangway (14' of gangway located over platform) that would extend west from the existing western drop down A total of 4 tie pilings, (4) 3 5' x 25' floating finger piers and (1) floating 6' x 25' finger would distinguish slips 1 -8. The remaining 11 slips (17 -27) would be located along the western side of the existing fixed platform area. Platforms C (10' x 32 83') and D (8' x 53 5) would extend to the west from the western dropdown by way of a 4' x 16' gangway(14' to be located over platform) and would intersect with platform E (6' x 68'). A total of 6 tie pilings, (3) 3.5' x 25' floating finger piers and (2) 3.5' x 35' floating finger piers would distinguish slips 17 -27. Slips 17- 22 would be 12 5' in width with slips 23 -27 a width of 15.8'. The tie pilings and finger piers for slip areas 23- 27 would not exceed a distance of 625' waterward of nhw and would be within the existing footprint of the slip areas currently onsite Water depths within the slip areas range from -2' nlw to -6' nlw, depending on location, were field verified and meet a rate of 1' per 100' beyond the 400'. The existing pier and platform angles towards the western property line (25' from western riparian access line & 280' from eastern riparian access line) and riparian access lines have been drawn 90° from the USACOE channel. The distance from nhw to the most waterward portions of the project (includes outer tie pilings and finger piers) would be a maximum of 625' from nhw, 600' from the edge of coastal wetlands and 498' from the USACOE Channel Setback Although SAV was not found within the slip areas during the site visits, the water depths within this area range from -2' to -6' nlw (field verified) and > -3' at the end of the existing fixed platform and therefore should not interfere with any possible SAV habitat that may exist landward or north of the proposed scope area. All portions of development would not exceed a maximum distance of 625' below nhw and 600' from the edge of coastal wetlands into a 6,000' wide water body and would be would be located approximately 490' The Bluffs South Shore Drive ]Page 04 landward of the 80' Federal USACOE setback. The typical boat to be served would be open runabout and have an average length of 25'. 11 Anticipated Impacts: The proposed dock reconfiguration (which includes floating platforms, finger piers and tie pilings) would shade 4616 1 ft2 of estuarine bottom while incorporating 18,573 ft2 of public trust open water. The water depths within the slip areas are -2' nlw to -6'nlw depending on location, so the depths should be sufficient for continued use of this area The setting of pilings has the potential to cause a temporary increase in turbidity during construction There should be no undue interference to navigation resulting from this project, as the existing dock currently at the site is of equal length and has been constructed since the late 80's to early 90's and would be reconfigured to be a distance of approximately 498' landward of the USACOE channel setback SAV habitat was observed through aerial photography approximately 100' landward (north) of the existing platform, however none was located during the site visit within the existing slip areas or within the proposed relocated slip areas along the east side of the existing pier. The water depths within the slip areas range from -2' nlw to -6' nlw, depending on location, and therefore should be of sufficient depth as to not affect any potential SAV habitat within this area of the proposal. Heather Styron 400 Commerce Avenue Morehead City, NC 28557 Re- The Bluffs Pier Replacement CAMA Major Permit Application Dear Heather: Please see CAMA Mayor permit application — attached Project Narrative The Bluffs Home Owner's Association proposes to remove their existing fixed timber docks and replace with a timber floating dock system in a similar configuration. The new docks will improve boater safety, will reduce wave action on the vessels from passing boaters, and will reduce the number of timber piles at this existing site.
