C. 27604 Subject: Neuse River Basin Riparian Buffer Rules NBRRO 00 -132 Temporary Disaster Housing Town of Princeville Edgecombe, County Dear Mr. Hay: On May 12, 2000, I met with you at the subject property to conduct a site visit for the above referenced project. This project is referenced by the Raleigh Regional Office as NBRRO 00 -132. At your request, an evaluation was performed to determine if the features depicted on the USGS and the Edgecombe County Soils Maps would require compliance with the Tar Pamlico River Basin: Nutrient Sensitive Waters Management, Strategy; Protection and Maintenance of Existing Riparian Areas, Administrative Code T15A:02B.0259 (NCAC'025.9). As a result, it was determined that the features delineated on the maps are present on the ground as ditches and not as streams and therefore not subject to the Tar Pam Buffer Rules. The pond at the property boundary is isolated (not connected to waters subject to riparian buffer protection) and not subject to protection. This letter only addresses the applicability of the Tar Pamlico Rule. For information relevant to Wetland and/or 401 issued please contact someone in the 401 Unit at 919 - 733 -1786. Presently, the residents of Princeville that were displaced by severe flooding resulting from Hurricane Floyd in the fall of 1999 are accommodated in two temporary disaster housing sites, one located in Tarboro and the other in Rocky Mount. It has been decided that the proximity of these locations to Princeville is inadequate, and that the process of relocating these families and individuals to a site closer to the Town would be conducive to the integrity and re- development of that community. The proposal involves the selection of a site that can house 300 -400 mobile homes. Two sites are under consideration, site 1 comprising approximately 200 acres and site 2 approximately 175 acres. Their locations are shown on the enclosed map. In accordance with the National Environmental Policy Act (P.L. 91 -190) and our program regulations, we are evaluating the environmental consequences of developing the two sites to address the above need. We are therefore preparing an environmental assessment and are seeking your agency's review of the proposed sites for impact on water quality.
