We have reviewed mitigation acreage at the proposed Randleman Reservoir mitigation sites as a
follow-up to your April 24, 1998 letter. It appears there is a discrepancy regarding allowable acreage
credit. Although 81 wetland acres were proposed and accepted, DWQ subtracted existing wetlands
and stream acreage from the total, resulting in 60.4 acres of allowable credit. However, stream
channel was neither created nor destroyed, and should not be considered in the credit/debit equation.
Of the 18.87 acres of jurisdictional wetlands/surface waters verified by COE, 6.95 acres were linear
stream systems. Therefore, 69.08 mitigation credit acres are warranted (81 acres - 11.92 acres of
existing wetlands) (see attached table).
The Piedmont Triad Regional Water Authority is actively pursuing identification of additional sites
to complete the 120 acres of restoration/creation required by DWQ for this project.
