Anderson, Piedmont Region Coordinator Habitat Conservation Program Date: January 20, 1998 Subject: 201 Plan and Environmental Assessment (EA) for the Eastside Wastewater Treatment Plant Expansion and Upgrade, Guilford County, North Carolina. Richland Creek, Cape Fear Basin Biologists with the North Carolina Wildlife Resources Commission have reviewed the subject 201 plan and EA. Our comments are provided in accordance with certain provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), Section 201 of the Clean Water Act, and the North Carolina Environmental Policy Act (G.S. 113A-1 through 113-A10; 1 NCAC 25). This project is interrelated with the proposed Randleman Reservoir project and the water treatment plant. The expansion of this plant has the potential to have significant adverse impacts on the water quality in Randleman Reservoir to the point that water quality standards may not be met. We have expressed previously concerns about the adverse impacts this project would have on water quality as it relates to fishery management in Randleman Lake. We recommended previously that emergency generators be installed to operate all treatment works in the event of a power outage. We still have the remaining concerns on this project: 1. The 201 plan does not evaluate emergency power supply alternatives. but only states that dual feed power will be provided and that on-site standby power is not warranted because of the limited likelihood of a power interruption on both lines.
