The problem was that it was inconsistent in the way “hours” were used. For multi-day releases, it was referencing the hours since the start of the release in some cases, but at other times it restarted the clock each day. So, I made an attempt to make all hour references to the same starting point. I ran this by Marshall Olson and we discussed it. He ran it by his engineering consultants to make sure the water balance was not changed. They caught a few things that I missed. So, the attached table is a final version that should be used in the 401. Otherwise, I’m good with the rest of the changes. Hope this actually cleans things up for everyone involved. Subject: FW: Revised 401 WQ Certification Fred and Chris, I have modified the attached 401 WQC for the Brookfield/Tapaco project as request by Marshall Olson. Mr. Olson explained that he has discussed these changes with you both. Mr. Olson’s email below notes all of the changes from the original certification. This latest version includes the following changes, which are also shown on the attached markup from Mr. Olson: 1.The extra day of HFEs transferred to October was moved back to April. 2.Footnotes for Table 3 were revised for clarity. Please confirm that changing the start hour from 15 to 12 in footnote 2 is acceptable. 3.October was removed from 2f and g. 4.The reference to Alcoa in Condition 10 was removed. The attached marked-up pages 5, 6 and 10 of the WQC include the following criteria:  All HFEs start at 8 AM.  Modify the HFE conditions to allow HFE’s on weekdays to add flexibility in scheduling.  Modify the HFE condition to strike March and November timing restrictions.  Day 2 flows for 2-day and 3-day HFEs in April through July include 6 hours at 1,000 cfs and 2 hours at 850 cfs.  Day 1 overnight flows for 2-day and 3-day HFEs in April through July will be 350 cfs.  Day 3 HFEs in April remain per the current license and WQC \[no transfer to October or September in Years 1, 3 or 4\].  Ramping to 250 cfs is included, but with no down ramping.  Table 3 footnotes have been re-written to provide clarity.  The total volume of water released for HFEs over a given 5-year period remains unchanged.  Remove reference to Alcoa in condition 10.
