FIELD INVESTIGATION REPORT: Indian Summer Mobile Home Park PAGE #2 9. NARRATIVE DESCRIPTION: The applicants property consists of an approximately 1.6 area tract of land located on the north side of NC Highway 58 and adjacent to Bogue Sound, in the Town of Indian Beach, Carteret County. The shoreline of the property has been bulkheaded and the upland area has been developed into a 7 space mobile home park. (Several years ago, the applicant received a minor CAMA permit from Carteret County authorizing the construction of the park.) The property had formerly been a campground associated with the Indian Beach Fishing Pier. The applicant recently received a CAMA General Permit which authorized the construction of a ±20' long x 4' wide pier with a 20' wide x 10' T section in Bogue Sound. The pier terminates in water ± -6" deep at low tide and a jet ski lift has been installed on the "T ". The waters of Bogue Sound in front of this property has been classified as SA ORW waters and are open to the harvesting of shellfish. There are scattered amounts of submerged rooted vegetation (SRV's) located offshore of this property. The applicant is proposing to construct 3 more piers on this tract of land which will provide water access to the remaining 3 mobile home lots. The piers are proposed to be 4' wide and a maximum distance of 100' beyond the mean high water line which will also include a 10' x 20' "T". Two mooring pilings will also be provided which will allow for 1 boat to moor at each pier. Water depths at the "T" are ± -1.5' at mean low water. The piers would be in line with adjacent residential piers in the neighborhood. 10. ANTICIPATED IMPACTS: The project as proposed will shade and occupy ±1,560 sq.ft. of shallow water bottom area within Bogue Sound. Some increased levels of turbidity can be expected during construction but they should be short term in duration. The depth of the water will limit the size of boats using the area to jet skis and shallow draft vessels. ADDITIONAL INFORMATION In addition to the completed application form, the following items must be submitted: • A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected properties. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. • An accurate, dated work plat (including plan view and cross - sectional drawings) drawn to scale in black ink on an 8 1/2" by 11" white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the .n DCM -MP -1 site. Include highway or secondary road (SR) numbers, landmarks, and the like. A Stormwater Certification, if one is necessary. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners and signed return receipts as proof that such owners have received a copy of the application and plats by certified mail. NARRATIVE DESCRIPTION: The applicants property consists of an approximately 1.6 area tract of land located on the north side of NC Highway 58 and adjacent to Bogue Sound, in the Town of Indian Beach, Carteret County. The shoreline of the property has been bulkheaded and the upland area has been developed into a 7 space mobile home park. (Several years ago, the applicant received a minor CAMA permit from Carteret County authorizing the construction of the park.) The property had formerly been a campground associated with the Indian Beach Fishing Pier. The applicant recently received a CAMA General Permit which authorized the construction of a ±20' long x 4' wide pier with a 20' wide x 10' T section in Bogue Sound. The pier terminates in water ± -6" deep at low tide and a jet ski lift has been installed on the "T ". The waters of Bogue Sound in front of this property has been classified as SA ORW waters and are open to the harvesting of shellfish. There are scattered amounts of submerged rooted vegetation (SRV's) located offshore of this property. The applicant is proposing to construct 3 more piers on this tract of land which will provide water access to the remaining 3 mobile home lots. The piers are proposed to be 4' wide and a maximum distance of 100' beyond the mean high water line which will also include a 10' x 20' "T ". Two mooring pilings will also be provided which will allow for 1 boat to moor at each pier. Water depths at the "T" are t -1.5' at mean low water. The piers would be in line with adjacent residential piers in the neighborhood. 10. ANTICIPATED IMPACTS: The project as proposed will shade and occupy ±1,560 sq. ft. of shallow water bottom area within Bogue Sound. Some increased levels of turbidity can be expected during construction but they should be short term in duration. The depth of the water will limit the size of boats using the area to jet skis and shallow draft vessels.
