FIELD INVESTIGATION REPORT: JAMES EDWARD BRIGGS /CARTERET PAGE #2 9. NARRATIVE DESCRIPTION: The property is located at lots 40, 41, 42 and a portion of lot 43, Block A, Section 1, in Bayshore Park Subdivision, in the Town of Cape Carteret, Carteret County. A fringe of wetlands, approx. 100' long x 30' wide, which is vegetated mainly with common rush, cord grass, cattail, salt grass, and pennywort separates a man- made canal from high ground.. Within this wetland area, an approx. 20 sq. Ft. of Coastal Wetlands exist which is vegetated mainly with cord grass . A bulkhead was installed on lot 42 several years ago landward of any wetlands and the lot was filled. Lot 43 is jointly owned by the applicant and the W.B. McLean Martial Trust. A drainage ditch runs through the center of lot 43 and terminates in the wetland area. This ditch is normally dry except during periods of extreme high tides. The waters adjacent to the project have been classified as SA and are open the harvesting of shellfish. The project area appears to be located within Outstanding Resource Waters. (ORW). The applicant is proposing to excavate an area of "404" wetlands measuring 100' long x 30' wide x -4' deep, (which will include approx. 20 sq. Ft. Coastal Wetlands), in order to provide boating access to the existing canal. A dragline would be used to excavate the new basin. The applicant is proposing to join the existing bulkhead on lot 42 and continue along the east shoreline adjacent to the Mean High Water (MHW) line of lot 43. A 24" culvert would be placed in the existing drainage ditch and the ditch would be filled to match existing elevations of the adjacent lots. A bulkhead is being proposed on the west side of the basin waterward of both "404" and Coastal Wetlands. No backfill is being proposed. 10. ANTICIPATED IMPACTS: The applicant s proposing to excavate 3,000 sq. Ft. of "404" wetlands which would include 20 sq. Ft. of Coastal Wetlands. This would result in approx. 400 cubic yards of sand and mud material being excavated and deposited on high ground in the applicant's yard. A bulkhead measuring 80' long would be placed at the MHW line on the east side of the basin and backfilled. A bulkhead measuring 90' long would be placed on the west side of the basin waterward of "404" and Coastal Wetlands with no backfill being proposed. The bulkhead is proposed to be solid with no openings to allow for water to freely be exchanged in this area. A 24" culvert would be placed in the existing ditch and then backfilled to existing grade. This would result in appro. 520 cubic yards of fill material being placed in the ditch. This ditch is normally dry except during periods of extreme high tides. Prepared by: Charles O. Pigott Date September 3, 1997 Form DCM -MP -1' 9 1 AUG 1 197 .... LICA TI O . PROJECT SUMMARY: The applicant is proposing to excavate an area of wetlands to provide boating access to an existing man -made basin. I FIELD INVESTIGATION REPORT: JAMES EDWARD BRIGGS /CARTERET PAGE #2 9. This'ditch is normally dry excepi during periods of extreme high tides. The waters adjacent to the project have been classified as SA and are open the harvesting of shellfish. The project area appears to be located within Outstanding Resource Waters. (ORW). The applicant is proposing to excavate an area of "404" wetlands measuring 100' long x 30' wide x 4 deep, (which will include approx. 20 sq. Ft. Coastal Wetlands), in ordef to provide boating access to the existing canal. PROJECT SUMMARY: The applicant is proposing to excavate an area of wetlands to provide boating access to an existing man -made basin. FIELD INVESTIGATION REPORT: -- - -- JAMES EDWARD BRIGGS /CARTERET PAGE #2 9. 20 sq. Ft. Coastal Wetlands), in ordef to provide boating access to the existing canal. Pigott Date September 3, 1997 r r s Form DCM -MP -1 .:.
