RIPPY /CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: Project Setting RECEIVED SE? i 2. i5J7 COASTAL MANAGEMENT . Harry D. Rippy and his wife are the owners of the Triple S Pier at 600 Henderson_St. in-the Town of Atlantic Beach, Carteret County. The Triple S Pier was built in the early 1950's. It is 16' wide and 932' in length with a 30' X 73' "fishing platform" at the end. The pier is located approximately 105' from the eastern property line. Approximately 120' of the pier is landward of the high water mark. A pierhouse, tackle shop, campground, sea wall, and asphalt parking area are a few of the high ground amenities located on the 4 -acre tract of land. The property is approximately 400' wide along the shoreline. The two hurricanes of last summer damaged much of the pier and actually destroyed approximately 140', including 60' of --the 30' -wide "fishing platform" at the end. - Back in October of last year, the Division authorized Mr. Rippy to make the necessary repairs resulting from the storms. Currently all but the last 60' has been repaired /reconstructed. The COE has conducted several beach renourishment projects in the area. And according to the applicant, the mean high water mark at the end of the pier went from -22' to -10' during 1985 (see attached letter). The applicant also stated that the loss of revenue because of storm damage and the overall decrease in business due to loss_ of good fishing space (decreased water depths) dictates the need for the project. The current water depth at the end of the pier is approximately -12' below MHW. Project Description The applicant proposes to construct an additional 2,880 ft2 of platform at the end of his existing pier. The additional platform would be located on each side of the 30' X 60' platform. A 24' wide X 60' section would be added to both the west and east sides of the pier essentially creating a 24' X 150' "T "- shaped platform at the end. The platform additions would not extend any farther out into the Atlantic. The platform additions would not encroach within the 15' required riparian setbacks Anticipated Impacts The proposed platform additions would result in the usurpation of 2,880 ff. of Estuarine Waters and Public Trust Areas of the Atlantic Ocean. The driving of the pilings would result in a short-term, construction- related increase in turbidity. : But given the sandy substrate along the near shore beach, the impact should be minimal The widening of the "fishing platform" may pose a navigational hazard to boaters as well as surfers in the area. In addition, the widening of the platform would create additional "buffer areas" around the end of the pier. This additional buffer could I otentially impact boaters, fishermen, surfers and swimmers. in the area of near the pier. M. A landmark to the crystal coast of North Carolina. Built in the early 50's the Triple S Pier has established a reputation of being the best pier on the Bogue Banks for catching record fish. Recreational fishermen patronize this pier because it is the closest pier to the Beaufort Inlet where the migrating fishes from several rivers and wetlands. dump into the Atlantic Ocean. From 1981 until 1985 we as owners of the Triple S Pier enjoyed a healthy 30% profit each of these years and we were excited about our future in this business. Then in 1985 the inlet was dredged and tons and tons of undesirable sludge and silt was dumped onto our once beautiful white sandy beaches here around and under our pier. Weeks and months later the sand and sludge was washed back into the ocean thus creating Triple S Pier's worst nightmare: At mean high'tide the water depth went from 22 feet up to ' 10 feet at the end of our pier. Over twelve feet of sand in less than one year. It was devastating to our business. Due to. the bottom of the ocean changing there were no fish being caught, so we. sold no fishing tickets. The beach looked and smelled terrible so hardly anyone laid out on it, so we sold less h concessions and beach goods. Since 1985 our business has decreased in growth and profit. Since 1985 we have lossed over $850,000 in sales and have tried desperately to recoup the sales and profits we so enjoyed in the early 80's. With the commercial fishermen netting thousands and thousands of gamefish each year around our pier, our once faithful customers are not returning back each fall. They are tired of catching less and less, year after year due to the over commercial fishing nets stretched out in front of them while sitting on our pier. Then in the summer of 1996, two of North Carolina's worst hurricanes broke our pier into pieces. They broke our finances down and broke our spirits down as well. My family was devastated at the sight we endured after Fran. With alot of prayer and hard work we have our pier back together and have piled up more debt in doing so. We are wondering now if we will ever see the profits of the early 80's. Willwe be able to keep the Triple S Pier the landmark it has become season after season? North Carolina people and tourist from all over the country lost several fishing piers due to Fran and Bertha. Here on our island the Emerald Isle Pier and the Indian Beach Pier were lost. South of us on Topsail Island where the damage was at its wont every pier was lost or damaged severly. r RECEIVED COASTAL MANAGEMENT We here at Triple S Pier lost over 140 feet of our pier including the very end . The end of our pier is the most desirable place to fish. Our customers enjoyed the last 65 feet of the pier as it has produced some record catches in years past. The sight -seers standing on the end could look back and gaze at our sandy beaches and could even see Cape Lookout Lighthouse from the end of our pier. We have witnessed several wedding ceremonies on the end of our pier and as owners for the last 16 years we have stored away many a memories viewed from the end of Triple S Pier. Now we are asking you kind folks to help us make some more memories possible. We need to expand the -end ofTriple S Pier. -We believe more space on the end would attract more fishermen to fish off of our pier. It would attract the sales that we desperately need. Atlantic Beach is struggling to keep up with the super tourist towns to our south. The Myrtle Beach area has tken alot of our once loyal customers and we need to keep up with them. The Apache Pier one of the finest fishing piers on the east coast has set a president to other pier owners to look at. We have seen what an expanded 150 foot "T" has done for thier business, Triple S Pier needs a 120 foot "T" style end to its pier. A platform 24 feet wide and 120 feet long constructed of treated lumber and galvanized bolts and nails would shape our pier into a fishing mecca here in Atlantic Beach, North Carolina. Our sales would increase and with the year 2000 around the corner we need this expansion to set a president for our community and customers to enjoy for many years to come.
