You have our approval, in accordance with the attached conditions, to excavate and fill in 0.1163 acres of wetlands or waters
for the purpose of installing a sewer line and pump station between SR 2018 and SR 2022, North Street and Hwy 24, and along
SR 1844 and SR 2022 as you described in your application dated September 3, 1997. After reviewing your application, we have
decided that this fill is covered by General Water Quality Certification Numbers 3101 and 3106 These Certifications allow you to
use Nationwide Permit Number 12 and 18 when it is issued by the Carps of Engineers. In addition, you should get any other
federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control,
Coastal Stormwater, Non - Discharge and Water Supply Watershed regulations. Also this approval will expire when the
accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This certification replaces
one issued on September 16, 1997.
T1. is approval is only valid for the purpose and design that you described in your application. If you change your project,
you must notify us and you may be required to send us a new application. If total wetland fills for this project (now or in the
future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to
be valid, you must follow the conditions listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within
60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of
the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611 -7447. This
certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality tinder Section 401 of the Clean Water Act. If you have

Dear Mr. Freeman:
You have our approval, in accordance with the attached conditions, to excavate and fill in 0.1163 acres of
wetlands or waters for the purpose of installing a sewer line and pump station between SR 2018 and SR 2022,
North Street and Hwy 24, and along SR 1844 and SR 2022 as you described in your application dated
September 3, 1997. After reviewing your application, we have decided that this fill is covered by General
Water Quality Certification Number 3101 This Certification allows you to use Nationwide Permit Number 12
when it is issued by the Corps of Engineers. In addition, you should get any other federal, state or local
permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control,
Coastal Stormwater, Non - Discharge and Water Supply Watershed regulations. Also this approval will expire
when he accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.

The purpose of this letter is to request Nationwide Permits 12 and 18 for the construction of the
Town of Stedman Sanitary Sewer Line and Wastewater Collection Improvements. Wetland attd
channel impacts total 0.1163 acres (0.097 NW 18; 0.0193 NW 12) and 20 linear feet (0.0257 acres)
respectively. The project, which is managed-by McKim & Creed, is located in Stedman,
Ctunberiand Co., NC north and south of Highway 24 (see vicinity map).
The jurisdictional wetland areas were reviewed by Mr. Allen Davis from the Wilmington
Regulatory Field Office of the USACOE.
In order to minimize impact, the orientation of the sanitary sewer line crossing will be
perpendicular (i.e., >75 degrees and <105 degrees) to the channels. Construction of the line will
comply with all other general conditions stated within Nationwide Permit 12. Construction of the
pump station will comply with all general conditions stated within Nationwide Permit 18.

should be 1 inch equals 50 feet or 1 inch equals 100 feet or their equivalent.

placement of the delineation line.
d. Attach a copy of the stormwater management plan, if required.
