Division of Marine Fisheries facility, as you described in your application dated 7 July 1997. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3112. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non - Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611 -7447. This certification and its conditions are final and binding unless you ask for a hearing. PROJECT SUMMARY: The Division of Marine Fisheries plans to demolish the existing pier structure located in Bogue Sound at their Morehead City office and replace it with a new one and construct a bulkhead and boat ramp. I FIELD INVESTIGATION REPORT: NC DIVISION OF MARINE FISHERIES /CARTERET PAGE #2 9. NARRATTVF. DESCRTPTTON: The site is located on a 6.6 acre tract of land adjacent to 3411 Arendell Street and Bogue Sound, in the Town of Morehead City, Carteret County. The site serves as the main headquarters of the NC Division of Marine Fisheries and also provides officelbuilding space for the Shellfish Sanitation Section of the Division of Health and the NC State University Seafood Lab. The shoreline of the property was bulkheaded many years ago but is now non - functional. A f 355' long x 12' to 26' wide existing concrete pier extends into Bogue Sound and is used primarily to moor several of the Marine Fisheries research and work boats. The applicant has indicated that the design of the existing pier is such that up to 14 vessels may be accommodated. There is also a small floating pier west of the main pier which is used by the sea plane during launching operations. The waters of Bogue Sound in front of the applicant's property have been classified as SA waters and are open to the harvesting of shellfish. The Division of Marine Fisheries is proposing to demolish the existing concrete pier and replace - it with a new one which would extend out into the waters of Bogue Sound for a distance of t 330'. A series of "T "'s, finger piers and mooring pilings are also proposed to be constructed off the main pier which will allow for 14 boats to moor at this facility. In order to provide heavy equipment access to the end of the pier, the dock(s) are proposed to be f 15' to 34' wide. A wave barrier system consisting of 2' wide PVC sheet piles would be attached to the west and south sides of the main pier. A V space would be left between the panels in order to maintain water circulation in the area. A 120' long x 20' wide concrete boat ramp would be installed on the east side of the main pier of which t 110' would be below the mean high water line. Eighty foot long wooden groins are proposed to be placed on either side of the ramp. The wooden groins would be reinforced with rock riprap which would be f 10' wide. A small pier, measuring 85' long x 3' wide is proposed to be built on the west side of the ramp. A bulkhead is being proposed to be built along the shoreline above the Mean High Water line (MHW). 10. • The Division of Marine Fisheries is proposing to demolish an existing concrete pier and replace it with another structure. The existing pier shades approx. 11, 000 sq. ft. of Public Trust bottom while the proposed addition would shade approx. 14,000 sq. ft., resulting in an additional 3,000 sq.ft. of coverage. The docking facility will be designed to accommodate 14 boats which the applicant maintains is presently available. A wave breaker will be constructed along a portion of the proposed pier but the design is such that flushing action within the area should not be impeded. The proposed boat ramp will result in 2,100 sq. ft. of shallow water bottom area being filled with f 16 cu. yds of concrete material. The proposed riprap associated with the boat ramp groins will result in ±1600 sq.ft. of shallow water bottom area being filled with f 118 cu.yds of rock material. A 250' long bulkhead would be installed above the MW resulting in approx. f 190 sq. ft. of high ground disturbance. New work will include a concrete bulkhead, boat launch ramp, concrete pier and dock, and all related utilities and facilities. The existing facility has become more and more outdated due to current requirements for vehicular and heavy crane access. Concrete elements (piles, beams, and slabs) have deteriorated from weather and impact to a degree which has rendered them unsafe for the heavier loads. Recommendations for a new pier were arrived at due to poor existing conditions for all components within the pier structure, and that it was more cost effective to replace the pier rather than repair it. The existing structure to be demolished consists of precast prestressed double tee slabs spanning over concrete capped bents supported by concrete piles. The entire structure is to be demolished and removed from the project site and properly disposed of by the Contractor. Items to be included with the removal of the pier include all existing utilities which are water and electric services, lighting, and sewer pump out stations. Demolition scheduling and methods shall be left to the Contractor where he may select to install the new pier working from the existing pier to expedite installation. All techniques for demolition shall be of current and safe practice. Current berthing requirements were famished in January 1997 by the Division of Marine Fisheries. The current facility operation requires facilities to maintain and service a fleet of seven (7) vessels for research, patrol, and construction use. Individual vessel berth locations were selected using specific vessel needs for each of the seven (7) vessels for the best positioning. There are a total of fourteen existing slips and the new facility will also provide for fourteen new slips for the specific indicated vessels. The outer berths will be for vessels from 40 to 115 feet in length (see attached sketches). All berths will have electrical, water, and sewer dockside services. The access pier will have three (3) berths to the east in the middle. These berths will be for vessels up to 65 feet long. The outer dock will have a wave protection feature consisting of a baffle wall system, probably constructed of wood and composite materials. The loading dock area will have the capability to berth two or more vessels on the pier side with small craft berths from a low dock on the beach side. On- loading and off - loading of vessels will primarily take place within a 190 foot stretch of dock with a minimum of berthing depth of 8 feet at mean sea level. This area will provide access for pickup trucks, a 20 -ton truck and a 30 -ton crane which load and unload cargo from the various vessels. Beyond the loading dock a pick up truck (1 -ton size) will be able to drive down and backup to the LCU berth area. The adjacent berthing dock to LCUs is not planned to be pick up truck accessible. Both the access pier to the dock and the pier to the far LCU berths will be constructed of precast prestressed hollow core deck. Support will be square, precast prestressed piles. To facilitate approach and berthing maneuvers, breasting dolphins will be utilized. Each will consist of several timber piles grouped together forming a flexible wood pile dolphin. Approximately 250 feet of new precast and prestressed concrete sheet piles will be installed near the existing bulkhead. To minimise costs of demolition, time of construction and disturbing current soil conditions, the new bulkhead will be placed at the present approximate location of the existing bulkhead. Outside the pier and bulkhead structures, a boat ramp will be constructed on the beach. The ramp will be of reinforced concrete with edge wall.
