You have our approval, in accordance with the attached conditions, to place fill material in 4,100 square
feet of waters for the purpose of stabilizing a shoreline at Carteret Community College, as you described in
your application dated 10 June 1997. After reviewing your application, we have decided that this fill is
covered by General Water Quality Certification Number 3112. In addition, you should get any other federal,
state or local permits before you go ahead with your project including (but not limited to) Sediment and
Erosion Control, Coastal Stormwater, Non - Discharge and Water Supply Watershed regulations. Also this
approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the
General Certification.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions
listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611 -7447. This certification and its conditions
are final and binding unless you ask for a hearing. '

8. .PROJECT SUMMARY: The applicant proposes to stabilize the shoreline of the Carteret Community
College with the patented "Fabriform" system; the adjacent high ground will be graded and electrical, water,
and sewer improvements made; an 11,444 square foot building with associated parking area will be
constructed to house the Center for Marine Science and Technology Building, or CMAST.

The project site is the location of the Carteret Community College at 3505 Arendell Street (Highway 70) in
Morehead City. The southwest portion of the tract is ± 6.54 acres in size, and abuts Banks Street to the north, and
Bogue Sound to the south. Properties to the west of the project site are single family residential, and to the east is
the NC Marine Fisheries property. There are various classroom and administrative buildings on the property
currently, along with the associated infrastructure. The facilities are serviced by municipal sewer and water services.
The property averages 5' to 15' above mean sea level, and is predominantly vegetated with typical landscape shrubs
and grasses. There is a natural drainage ditch about midway along the shoreline containing coastal and Section 404
wetland species. There is another wetland ravine separating this property from the residential property to the west
containing Section 404 wetlands. There are several areas along the sandy shoreline supporting the growth of
Spartina alterniflora and Spartina ap tens. The shoreline is stabilized by riprap on the easternmost ±430' of the
property. A remnant diked spoil disposal area from a previous US Army Corps of Engineers dredge project lies in
the midst of the proposed project area. According to documentation from Trudy Wilder of the US Army Corps of
Engineers in 1993, this site was used in 1983 for the disposal of 9,000 cubic yards of material through a one time
easement. No easement exists on the property presently.
The waters of Bogue Sound are classified SA by the Division of Water Quality; the waters are open to the taking
of shellfish for consumption; and the Division of Marine Fisheries has not designated the area as Primary Nursery.
The Morehead City Land Use Plan classifies the area as Developed, with all CAMA Areas of Environmental
Concern classified as Conservation.
The Carteret Community College is proposing to construct a 2 story, 11,444 square foot facility to house the Center
for Marine Science and Technology, or CMAST. The intended use of the facility is public. Additionally, the
shoreline in the area proposed for the location of this structure is in need of stabilization. The proposal is to stabilize
the shoreline with the patented " Fabriform" system. This is a structure formed by the pumping of concrete into a
double layer of polyester fabric, connected at points to form a quilted pattern. The shoreline is graded, filter cloth
is placed on the newly unconsolidated area, and the fabriform is placed. Concrete is then pumped into several
openings which are then sealed. The end result is a hardened structure resembling a mattress.
The applicants propose to place ±1620 linear feet of fabriform along the shoreline, beginning on the west end. This
area sustained heavy damage during Hurricane Fran. The applicant states that the property lost 30' of shoreline;
field inspections confirm a 15' to 20' loss. The new structure is to be located an average of 2', but no more than 5',
from the mean high water contour. While this is as much as 35' from the post storm escarpment in some places, the
escarpment does not indicate the mean high water line. Where there is wetlands, the applicant proposes to locate
the structure landward of same.
The fabriform structure is proposed for 10' in width, and will terminate at the western edge of the natural drainage
ditch, approximately 1000' along the shoreline. It will make a 90' turn along the side of the ditch and extend for
another 150'. The structure resumes approximately 70' to the east of the ditch, and continues for another ±445'. The
next 500' of fabriform stabilization has been authorized under General Permit #17077 -C, written 4/21/97: The
remaining 431' of shoreline has been stabilized with traditional rock riprap. This structure has been undermined
and dispersed from the effects of the past summer's two hurricanes, and is in need of repair. The applicant is
proposing to re -stack and add rock to the revetment in its current alignment.
The applicant anticipates the need to excavate a footing at the base of the fabriform structure. For this, he proposes
to place filter cloth at the waterward side of the structure, and remove approximately 1.5' in width and depth, for
a total removal of 208 cubic yards of material. This material will then be utilized on the upland portion of the tract,
where there is considerable grading proposed. There is an existing stormwater culvert from parking area `B" that
empties into Bogue Sound. This culvert is to be extended through the newly constructed fabriform wall.
The proposed building will contain 11,444 square feet in a two story structure. The building is to be positioned
approximately 70' landward of the toe of the fabriform. The associated parking will be to the north and east of the
building, with access to the existing roadway. At its closest point, the parking turn - around area is ± 35' from the
toe of the fabriform. The drive and parking areas are to be constructed of asphalt and concrete, and with the
building, incorporate a total footprint of ±50,500 square feet. Of this area to be made impervious by the
development, approximately 3480 square feet lies within the Estuarine Shoreline Area of Environmental Concern.
Approximately 2.1 acres will be graded for site preparation. A Sedimentation/Erosion Control Plan was submitted
on 4/23/97 for this work, as was a Stormwater Plan. The westernmost development proposed on this tract is a 100'
x 65' infiltration basin designed for a ten year storm. There is a 3 tank pump station proposed on the northwest side
of the CMAST building. Stormwater will be collected through a series of collection stations, and carried to the
tanks by 12" pipes. It will then be pumped to the infiltration basin. Overflow will be discharged into a 109'x 10'
grassed swale, stabilized with a 25' x 6' riprap check dam at the upper end. Another 2 tank lift station will be
constructed on the southeast side of the building, also to be pumped to the basin. Overflow from this station will
empty into a 10'x 70' grassed swale.
A sewer lift station is to be installed on the northeast side of the CMAST building. Water and sewer lines will be
installed to connect to the existing lines, adjacent to Banks Road, approximately 500' to the north.
There is a CAMA Major permit existing on this site, for construction of a bulkhead and various structures. This
permit, #88 -94, has been abandoned in favor of the proposed CMAST facility.
10. ANTICIPATED IMPACTS
The project as proposed will bring the total amount of impervious surface area for the Carteret Community College
tract to approximately 23.4% within the 75' Estuarine Shoreline AEC. Approximately 2.57 acres will be disturbed
for this proposal. Approximately 4100 square feet of intertidal bottom area will be excavated and then filled for
the construction of the fabriform shoreline stabilization. Approximately 16,400 square feet of sandy estuarine beach
area will be filled for the project. And 2.1 acres of high ground will be graded for the construction of the building,
the parking area, the stormwater system, and the installation of service connections. The total impervious area to
be incurred with this proposal is ±50,500 square feet.
The chosen method of stabilization, requiring the excavation of a toe for the placement of the fabriform, can be
expected to cause more turbidity than traditional bulkhead or riprap methods. Because of this, extra care will need
to be exercised during construction.
As proposed, the fabriform on the western end of the property will cross, block, and cause to be filled a natural
drainage ravine. This area has been determined by the US Army Corps of Engineers to be Section 404 Wetlands.
The applicant has chosen to terminate the structure short of this ravine in lieu of having the wetlands delineated and
obtaining Nationwide Authorization.

A. Description of Project
1. Type of Development
The Center for Marine Sciences and Technology is a proposed 11,444 sf
two -story building with shoreline stabilization developed in accordance with
approved plans and specifications for the installation of utilities and
construction of street and drainage improvements.

Erosion and Sedimentation Control Measures
Due to the substantial sand content at this site, proper attention shall be
required for erosion and sedimentation control measures. Various levels of control are
proposed on the plan. If it becomes evident that additional erosion and sedimentation
control measures are needed, they shall.be installed immediately. It is intended that
all grading and excavation activities within a certain area will be protected as soon as
that activity is complete, i.e., drainage_ swales, utility easements, etc.

sedimentation in controlled.

stormwater regulations in coastal counties on January 1, 1988. these regulations are detailed
in 15 NCAC 21-1.1000 Stormwater Runoff Disposal. These rules allow for a development to
consider density options as a passive means to reduce water quality impacts. This project is
submitted for approval consideration under Section .1003(d)(2).
