NARRATIVE DESCRIPTION: Project Setting The existing Sheraton Hotel complex was originally authorized by the Division of Coastal Management in 1985 via CAMA Major Permit #74 -85. Numerous modifications, extensions and additional permits have authorized the many structures that exist on the site today. New Bern Hotels, Inc. is the current owner of the 12 -acre tract adjacent the Trent River in New Bern, Craven County. Today, a hotel, inn and full service open water marina are located on and adjacent to this tract. Presently, the marina has four docks with 127 slips, a fuel dock with another 5 slips, and a 700' -long wave attenuator with room for 14 temporary slips, all combining for a total of 146 slips. The entire shoreline is bulkheaded and there are numerous amenities and structures associated with the complex including paved parking lots, concrete sidewalks, outside _. decks, swimming pools, and several retention ponds. A marine pumpout is located on the fuel- docks. - The Norfolk Southern Corporation abuts the upstream side of the property where the Norfolk & Southern Railroad trestle crosses over the Trent River. The railroad trestle is currently approximately 235' from "B" dock. US Highway 70 abuts the downstream property line. The wave attenuator essentially defines the marina basin to the east while the railroad trestle forms a limiting boundary to the west. According to the applicant, water depths range from -8' below NWL to -20' below NWL. This section of the Trent River is classified SB Sw NSW and is closed to shellfishing. No SAVs were noted during the site visit. z. It should also be noted that the original owners of the hotel complex were permitted to develop essentially the same project but failed to complete what was then phase two of the project. And according to the applicant, when the hotel was sold the new owners failed to renew the permit due to an oversight of the date on the permit. Project Description The applicant proposes an expansion of the existing marina by shifting the location of the fuel dock and constructing two new floating docks labeled "A" and "E". The fuel dock would be shifted upstream along the bulkhead some 50'. The configuration . and number of slips of the fuel dock would not change. Dock "A" is proposed at 630' in length, would have a 7' wide walkway and would include 54 slips. Dock "E" is proposed at 212' in length, would have a 7' wide walkway and would include 17 slips. The 39 finger piers would be 4' wide and range from 30' to 40' in length. The site plan indicates that the 71 additional slips would provide dockage for boats ranging from 35' to 60'. According to the site plan, "A" dock would extend 70' farther out into the Trent than the existing "B" dock. And at its closest point, "A" dock would be approximately 100' from the railroad trestle. No dredging is proposed. FIELD INVESTIGATION REPORT: NEW BERN HOTELS, INC. /CRAVEN COUNTY PAGE ##2 Anticipated Impacts The two proposed docks would usurp an additional 64,000 ft' of estuarine waters and public trust areas. Approximately 14,391 ft2 of the aforementioned amount would be covered /shaded with docks and finger piers. The installation of the docks would increase the number of slips by 71 for a total of 217. The proposed location of "A ". dock extending an additional 70' waterward of the existing docks and approaching within 100' of the railroad trestle could potentially affect navigation within this area. And as always, the driving of pilings would create a short-term increase in turbidity of the adjacent waters. The 71 additional boats could affect water quality, however the open water design of the basin aids in flushing. M.
