9. NARRATIVE DESCRIPTION:
Project Setting
The applicants own a 30,000 ft' high ground lot off NC 24 /Cedar Point
Boulevard in Cedar Point, adjacent the Atlantic Intracoastal Waterway (AIWW), in
Carteret County. The lot to the west is a public boating access area controlled by the
NC Wildlife Resources Commission. The adjacent lot to the east is used for overflow
parking from the public boating access site. A one story frame building is situated on
the site. Also on the site are /were two short piers (54' and 44' in length) opposite
each side of a 12' -wide concrete boat ramp. Hurricane Fran destroyed the shorter pier
and damaged an 8' section at the end of the longer one. The applicant has already
been authorized to reconstruct the piers as a result of Hurricane Fran. Likewise, the
applicants have already reconstructed the :existing bulkhead and boat ramp, both of
which suffered damage from Fran.
There are no jurisdictional wetlands on the site, and no SAVs were noted during
the site visit. According to the applicant, the AIWW channel is 230' from shore.
Several lots to the east, an existing dock at the Waterway Inn establishes the pier head
alignment. Water depths at the end of the proposed slips is approximately -6' below
MHW. Bottom substrate at the site is sandy. The AIWW is SA waters but is closed
to shellfishing.
Project Description
The applicants propose to construct 10 commercial slips perpendicular to a
bulkheaded shoreline adjacent their property on the AIWW. All of the slips except for
the end slip adjacent the public boating access area would be 32' in length. That
particular slip would be 16' in length. Five of the slips would be 12.5' wide, three
would be 10.5' wide, one would be 10' wide, and the end slip adjacent the access area
would be 8.5' wide. Five 2' -wide finger piers define the 10 4lips. According to the
application, a 16' floating section (3' wide) would be added at the end of the main pier
(either as an extension or as a "finger pier "). And after discussions with the
applicants, they wish to proceed with the addition as a "finger pier". The applicants
have also designed the slips so that uncovered boat lifts could be installed if a renter
preferred to do so. In addition, the first slip adjacent the dock would be covered with
a 10' X 16' -roof /platform (to serve as an "observation deck "), essentially creating a
boathouse with no sides.
The applicants also propose to grade and marl approximately 1,650 ft2 of high
ground within the 75' Estuarine Shoreline (ES) and fill and area measuring
approximately 1,225 ft' with topsoil. Much of the area to be marled would serve as an
access drive to the boat ramp. In addition, the applicant would place rock marl on an
area measuring approximately 130' X 100' outside the ES to be used for parking.

Anticipated Impacts
The installation of the 10 slips would result in approximately 3,864 ft2 of Public
Trust usurpation. And of that amount, approximately 432 ft2 of Estuarine
Waters /bottom would be shaded due to the addition of the platform, docks and finger
piers. Since existing water depths are fairly deep, any effects due to shading should be
minimal. There should be no adverse impacts to boat traffic along the AIWW,
however there does exist the potential for problems to boaters using the public boating
access to the west (i.e. heavy currents) as a result of the last slip's location.
NCWRC's initial response to the structure encroaching within the 15' setback was "no
objection" to the pilings being placed 8' from the property line. They did reserve final
comment until the formal review process. Obviously, final approval is needed from
NCWRC before the 101 slip could be formalized via placement of the three end tie
poles.
The high ground activities should not have any significant impact to the adjacent
water quality. The percent impervious coverage is just under 30% most of that
percentage is taken up by the boat ramp and apron, and the 4' -wide concrete walkway.

Purpose and Use:
We propose to install and maintain 10 boat slips to provide access
to the Intracoastal Waterway for the person who wishes to rent same.
We plan to construct the slips so the renter may install a lift for his
convenience to store his equipment and have it protected and ready for
use in the water. We also plan to construct an observation deck over the
first slip for use by renters and guests.

Construction will be the use of pressure treated materials, galvanized
bolts and pilings. I will do the construction personally.
Daily Operation:
The slips that are planned will be leased monthly and yearly. This
will eliminate the need for an attendant to monitor daily.
