PROJECT SUMMARY: The applicant is proposing to develop a RV park with 174 spaces at a site located adjacent to Louise and Boardwalk Avenues, Islander Drive and the Atlantic Ocean, in the Town of Emerald Isle. The beach area is also proposed to be bulldozed in order to reestablish the toe of an existing frontal dune system. FIELD INVESTIGATION REPORT: BOARDWALK RV PARK PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's project site is a f 14 acre site located in the Town of Emerald Isle. The property is located just east of the Islander Motel and is comprised of three different parcels of land. The oceanfront tract has ± 540' of oceanfront frontage and is f 9.5 acres is size. It is bordered on the north by Louise Avenue, on the south by the Atlantic Ocean and an undeveloped oceanfront tract on the east. Presently located on this property are two buildings with associated parking lots, sewage disposal systems and other infrastructure. The buildings have been used in the past as a beach club, amusement center, grill and apartments. In recent years, a portion of the site has been used as a commercial beach access point where the public has paid a fee to use the parking and shower facilities. The site is basically flat with elevations of + 17 to 20' above mean sea level (MSL) throughout the area. All native vegetation has been removed and the area now consists of a manicured grassed lawn area. Last year's hurricanes eroded the beachfront dune system inland by over 30' and today a f 10' high erosion escarpment exists along this area. The second site is located on the north site of Louise Avenue, between Islander Drive and Boardwalk Avenue. This site is f 1.5 acres is size and is basically flat with elevations of 15 to 18' above MSL The property is also void of any significant natural vegetation and consists primarily of a grassed lawn area. No structures are located on the property at the present time. The adjacent property on the north is an amusement park and on the east south and west are Town streets. The third tract is located on the east side of Boardwalk Avenue and is ± 2 acres in size and unlike the other tract is heavy vegetated with maritime forest vegetation. Topography is that typically found in a dune and swale system with elevations ranging from 10 to 28' above MSL. Adjacent properties on the north and west are Town streets while the east side has been developed into a residential subdivision. The long term annual erosion rate for the oceanfront tract of land is 2' per year. The 100 year recession line is 50' and the Flood Zone is V -16 (elevation of 13' above MSL) with is located directly adjacent to the existing erosion escarpment. The waters of the Atlantic Ocean have been classified as SB waters. The applicant is proposing to develop the property into a 174 recreation vehicle (RV) park. The park spaces will be concentrated on tracts 1 and 2 while the third tract will be the repair area for the sewage disposal systems and a dry detention pond for stormwater control. The typical RV space will be 40' long x 25' wide with wastewater from the vehicles being handled by septic tanks systems. The septic tanks will be located on site with the repair areas designated on the second and third tract. The oceanfront tract will also have several stormwater infiltration devices which will be located at least 60' away from the first line of stable natural vegetation. The existing buildings will be incorporated into offices and showers for the park. The applicant is proposing to construct two walkways which will extend from the park area to the ocean beach. Two 15' x 15' gazebos are proposed to be attached to the walkways and on the landward side of the FLSNV. The applicant is also proposing to beach bulldoze the ± 540' of ocean beach in order to t reestablish the frontal toe of the dune system which was eroded away from last years hurricanes. The excavation will be limited to 1' of depth and is proposed to be accomplished above the mean high water line. 10. ANTICIPATED IMPACTS: The project will result in the conversion of f 14 acres of land into a 174 space RV park with associated streets, septic tank systems, stormwater control devices and other infrastructure. The applicant has obtained the necessary Stormwater and Sedimentation and Erosion Control permits but has not received approval for the septic tank systems at this time. For the most part the property has been bulldozed and denuded of natural vegetation although a 4 acre tract of maritime forest is designated to become a stormwater retention basin and septic tank repair area. All development associated with the RV park will be located at least 60' landward of the FLSNV. Two gazebos are proposed within the erosion setback and will need to be decreased in size to comply with CRC rules. The proposed bulldozing will result in f 24,300 sq.ft. of beach area being excavated with =L 16,200 sq.ft. of beach being filled in the reestablishment of the frontal dune system. To prevent potential impacts to nesting sea turtles, bulldozing activities will need to be restricted during certain times of the year. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. • An accurate, dated work plat (including plan view and cross - sectional drawings) drawn to scale in black ink on an 8 1/2" by I1" white paper. (Refer to Coastal Resources Cenunission Rule 71.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Form DCN1-NH"-1 site.
